Theoretical, Historical and Practical Logic of the CPC’s Steering Social Transformation via Self-reform

The 20th National Congress of the CPC referred to “self-reform” as “the second answer” to the question of escaping the historical cycle of rise and fall of the Party, and stressed that “We must persevere with full and rigorous self-governance, continue to advance the great new project of Party building in the new era, and use our own transformation to steer social transformation.?” “Using our own transformation to steer social transformation” is another important theoretical innovation made by the Party since the 18th National Congress. ?The proposition is a continuation and development of Marxist revolutionary thought, a summary of the experience of a century of endeavor of the Communist Party of China, and an inevitable choice for realizing national rejuvenation. A careful study of the theoretical, historical and practical logic is helpful to deeply understand the significance of steering social transformation via self-reform of the Communist Party of China.

The Main Contents and Practical Requirements of Improving the Systems and Regulations for the Party’s Self-reform

The 20th National Congress of the CPC put forward the proposition of “improving the systems and regulations for the Party’?s self-reform”, which is the practical need of promoting the institutionalization, standardization, and scientific practice of full and rigorous Party self-governance and the Party’?s self-reform in the new era. Improving the systems and regulations for the Party’?s self-reform includes strengthening a system with the Party’s political building as the leadership, establishing and perfecting a system with the Party’s founding mission firmly in mind, implementing a system with the Party’?s organizational line firmly in place, building a system with the work style as a regular long-term mechanism which strengthens discipline, and constructing an integrated system with institutions and mechanisms that dare not, cannot, and do not want to be corrupt. To improve the systems and regulations for the Party’?s self-reform, we need to improve the system of intra-party rules and regulations, improve the total-coverage, authoritative and highly-effective oversight system under the Party’?s unified leadership, make political oversight more specific, precise, and regular, give full play to the role of political inspection, and fulfill the political responsibility of comprehensively and strictly governing the Party.

The Internal Mechanism of Logistics Cluster Development and its Impact on Economic Development

Logistics cluster is a complex economy entity formed by a large number of logistics enterprises and their associated enterprises gathering in a specific geographical area. Through mutual competition, cooperation, resource sharing and interactive innovation within these enterprises, logistics cluster constitutes a unique logistics industrial organization with multiple division of labor and cooperation, integrated logistics service functions and significant competitive advantages. Logistics cluster has become an important engine of economic development and a “chassis” supporting high-quality development. The rapid development and layout adjustment of logistics clusters have become the new trend of the layout adjustment of global industrial and supply chains. To promote the development of logistics clusters, China should attach great importance to its foundation and leading role in advancing high-quality economic development, governments at all levels should pay close attention to its development and take an active role, and logistics cluster should always take the improvement of infrastructure as the focus and core of its development, actively give full play to the driving role of large leading enterprises, value highly the cultivation and improvement of its knowledge innovation ability so as to promote its opening and development and accelerate the formation of new advantages in international competition.

Hierarchical Analysis of Risk Factors in Food Supply Chain During the Epidemic Prevention and Control

The outbreak of the COVID-19 has seriously affected the sustainability of the food supply chain and put forward higher requirements for food supply chain safety. Preventing and resolving food supply chain risks has become an important research topic in both theoretical and practical circles. Taking ISM as the tool and using the method of system science, this paper constructs a risk management model of food supply chain, and analyzes the hierarchical structure and multivariate relationship of the main risk factors. The research shows that the food supply chain risk management model can effectively analyze the hierarchical structure of the main risk factors. The eight risk factors analyzed using the model are distributed in five levels, and these risk factors at different levels vary in their effects on the operation of food supply chain. The complex multi-coupling relationship among risk factors forms the internal influencing mechanism of food supply chain operation. In order to effectively prevent and resolve food supply chain risks, we should pay full attention to all links of supply chain operation, determine the main risk factors leading to risk generation and transmission scientifically, and attach importance to the basic role of communication infrastructure in safeguarding supply chain operation to realize the safe and sustainable operation of food supply chain.

Risk Identification and Prevention and Control of Road Heavy Cargo Transportation Based on WSR Methodology

While the implementation of “Belt and Road” Initiative and “building China into a country with strong transportation network” strategy has given rise to a large number of infrastructure needs, it has also generated great concern on the safety of heavy traffic. This paper, based on WSR methodology, discusses the risk factors that affect the safety of heavy cargo transportation by using the integrated DEMATEL-ISM method with improved threshold to build a multi-level hierarchical structure model of road heavy cargo transportation risk factors to reveal the interaction mechanism between risk factors. The research results show that there is interaction among physical, real world and human factors. The lack of safety culture and management system at the human level interact with direct or indirect factors such as real-world arrangement and physical state, and ultimately affect the safety of large cargo transportation. The carrier enterprise should earnestly implement the dual prevention mechanism of risk classification management and control as well as hidden danger investigation and treatment, meanwhile ensure coordinated management of safety guarantee technology and safety culture to improve the safety management capability of large cargo transportation.

Global Value Chain Restructuring: Trends, Driving Forces and China’s Response Strategies

After a rapid expansion over the past three decades, global value chains become stagnated and contracted. With an ever-increasing characteristic of regionalization and more and more prominent role of intangible assets, global value chains show new features of stratification of global value chain development model and the solidification of benefit distribution. The main driving factors such as technological progress, economic characteristics and trade policies of various countries that originally promoted the evolution of the division of labor in the global value chain have all reversed, combined with the global COVID-19 pandemic that has further accelerated the reconstruction of the global value chain. In order to seize the opportunity and initiative of the reconstruction of the global value chain, China should coordinate between security and development, and create an independent, controllable, safe and efficient industrial chain and supply chain; integrate production and consumption, and create new advantages for participating in international cooperation and competition; jointly work with “coming in” and “going out” strategy with the “Belt and Road” as an important starting point to form a more closely connected and stable global economic cycle system. Only then can China better adapt to the development needs of the new stage, and achieve high-quality development while deeply integrating into the global division of labor system.

Insights for China Railway From the Development of Suburban Railway in Tokyo Metropolitan Areas

The private railway and JR East provide major passenger rail transit service in Tokyo metropolitan area. The private railway companies adopted a “railway and real estate” market-oriented construction and operation mode, while Japanese National Railway made a strategic transition followed by a market-oriented reform to serve Tokyo metropolitan area. The development process has shown that the emphasis on economic benefits and full market competition are fundamental for the high-quality development of suburban railway network in Tokyo metropolitan area. The relevant experiences include letting general-speed railways gradually play a major role in providing metropolitan commuting service, the construction of rail loop lines with multiple tracks in the main corridor, and giving full play to the advantage of interconnectivity of networked railway and maintaining unified standards. At present, it is of necessity and urgency to construct suburban railway network in metropolitan areas in China with the existing national railway resources. Central government’s role should be emphasized in guiding the strategic transition of China Railway in the short term. In the long term, it is prominent to facilitate the market-oriented reform for China Railway, and meanwhile, to reform the land use policy and establish a productive interaction between railway construction and urban development so as to achieve high-quality development of China’s suburban railway system.

Game Analysis of Traffic Department Supervision and Evolution of Traffic Participants’ Illegal Occupation of Emergency Lane

Aiming at illegal occupation of emergency lane by social vehicles on roadsides of city loop, expressway and highway, the evolutionary game model between traffic participants and traffic department is constructed by considering the supervision and reporting by third-party public and the use of electronic monitoring. By establishing the replication dynamic equation, the stable evolution strategies of traffic department and traffic participants are obtained through evolution stability strategy analysis and simulation analysis. The research shows that the decision-making of both traffic department and traffic participants tends to observe the principle of maximization of revenue or the principle of lowest cost. The higher the third-party reporting rate and electronic monitoring capture rate, the smaller the income loss ratio, and the more likely the traffic department is to adopt passive supervision. The greater the punishment and the higher the cost of cooperation with investigation, the higher the success rate of active supervision by the traffic department. Under the premise of ensuring a high success rate of regulation, the traffic department tends to choose passive supervision strategy. Therefore, it is suggested that traffic department can adopt new technology to reduce cost and increase efficiency, call on the public to actively report illegal occupations and strengthen supervision and punishment to prompt two sides to take game strategy that develop in the direction conductive to the supervision of traffic department.

Impact of Regulatory Penalties and Capital Regulation Pressure on Bank Risk-taking

Risk prevention and financial stability is an important goal of regulatory authorities. In recent years, the CBRC is increasingly imposing penalties on commercial banks. Can penalties reduce the risk behaviors of the banking industry? Using the unbalanced panel data of China’?s banking industry and administrative penalty data of the CBRIC from 2007 to 2018, this paper examines effects of regulatory penalties on bank risk-taking. The results show that, firstly, regulatory penalties have significant inhibitory effect on banks’ risk behavior. Secondly, the impact of penalties varies for different banks. Compared with other banks, big banks, large state-owned banks and listed banks obviously show less impact from penalties. Thirdly, capital regulation pressure will affect the inhibitory effect of penalties on risk-taking. Banks with heavier capital regulation pressure are more willing to take risks after receiving penalties. Therefore, while increasing penalties as deterrence, the regulatory authorities should pay close attention to banks under heavier capital regulation pressure to prevent them from taking desperate move and causing serious risk events.

Review and Prospect of Foreign Literature on Innovation Ecosystem

As an effective supporter to promote innovation, innovation ecosystem has increasingly become an important research topic in both academic and business community. By sorting out English literatures on innovation ecosystems included by the Web of Science core collection database between 2006 to 2021, the study finds that the following are current hotspot topic for innovation ecosystems research abroad: connotation, characteristics and composition, evolutionary motivation, process, mechanism and governance goal, and main subject and pattern. Moreover, it reveals that the emerging research directions for innovation ecosystem study are networking relationships and logic mechanisms of innovation ecosystem from complex system theory, evolution path and mechanism of innovation ecosystem from the perspective of dynamic capability, and relationships among innovation ecosystem entities in the context of digitalization. The future study should strengthen researches on innovation ecosystem governance based on Chinese governance context such as culture, trust, and informal institution.

Duality of Local Government Subsidies and Corporate R&D Investment ——Empirical Evidence Based on A-Share Listed Enterprises

A sample of A-share non-financial listed enterprises from 2011 to 2020 is selected to empirically investigate the impact of local government subsidies on enterprises’ R&D investment. The study finds that local government subsidies are an essential driver of R&D investment, however, the resulting positive and negative economic consequences of subsidies in some enterprises lead to a dual effect, i.e., local government subsidies trigger the “infection” effect of zombies in some enterprises and inhibit R&D investment at the same time. This results in an inverted U-shaped relationship between local government subsidies and enterprise R&D investment. The heterogeneity studies find that the above relationship is significantly different from enterprises with different financial characteristics. To make local government subsidies more effective in stimulating enterprises’ R&D enthusiasm, we should reduce information asymmetry between government and enterprises, strengthen the process supervision of R&D activities, establish a special performance evaluation system and selection mechanism for R&D activities of regional enterprises, and coordinate and promote “de-capacity” and “decentralization” to reduce the over-reliance of some enterprises on government subsidies, so as to gradually remove the policy burden borne by zombie enterprises and eliminate their rent-seeking incentives.

Effectiveness of Media Convergence Management Mechanism: Based on Institution Engineering

Based on Institution Engineering, this paper analyzes the effectiveness of production and operation behaviors and mechanisms during the implementation of media convergence plans by media companies. The research shows that after the implementation of the media convergence plan, the level of effort, income and benefits of the media have been improved; the level of effort, income, and benefits of the media are positively related to the number of media participating in the media convergence plan and there is no upper limit requirement; the increase in market capacity can increase the income and benefits of the media while promoting their efforts; the income and benefits of a single media are negatively correlated with the sum of efforts of other medias. For media companies, it is beneficial to participate in media convergence, and there is no need to worry excessively about diseconomies of scale when increasing the number of participants in media convergence plans. Therefore, media companies should respond to media convergence positively, implement large-scale media convergence plans, establish a corporate development concept that combines competition and cooperation, and jointly expand the market. As for local governments, they can implement cross-regional and cross-administrative-level media integration plans by organizing medias of high homogeneity together via establishing media alliances etc. to promote the high-quality development of mainstream media.

Product Market Competition,Economic Policy Uncertainty and Corporate Investment Efficiency

Based on the data of Shanghai and Shenzhen A-share listed companies from 2010 to 2018, this paper empirically examines the relationship between product market competition, economic policy uncertainty and corporate investment efficiency using a fixed effect model. The study shows the following findings: Product market competition and economic policy uncertainty can significantly reduce corporate overinvestment and underinvestment, thereby improving investment efficiency; The stronger the economic policy uncertainty, the more sensitive the enterprises are to the competition pressure in the product market. The product market competition and the economic policy uncertainty interact with each other and work together to improve the investment efficiency of enterprises; Further research shows that product market competition and economic policy uncertainty play a significant role in improving the investment efficiency of state-owned and non-state-owned enterprises, but they are complementary only in non-state-owned enterprises. Therefore, it is suggested that the government should further promote market-oriented reforms and formulate stable and sustainable economic policies, while enterprises should have a better understanding of the trend and development in the market.

International Collaboration on “the Belt and Road” Research: A Bibliometric Analysis of WOS Data (2013-2021)

Since “the Belt and Road” initiative was proposed, the research at home and abroad in this field has been increasingly fruitful. This paper analyzed international collaboration research papers on the “Belt and Road” from January 2013 to January 2021 based on Bibliometrics and visualization tools: CiteSpace, InCite and Excel. The research results show the following findings: The international academic community pays great attention to the construction of “the Belt and Road”, and the number of published papers has shown a rapid and steady growth. The number of countries and regions participating in the research has also been increasing year by year, and formed a global cooperative research network with China as the core, the United States, U.K, Australia, New Zealand and Canada as the focus, and Tsinghua University, Asia University and University of Sydney as the hub. The research scale and influence of developed countries and regions are generally larger and higher than that in Asia and other countries and regions. The existing studies mainly focus on China’?s status and China’?s policies, diversified trade, foreign direct investment, logistics infrastructure, green economy, energy cooperation, efficiency cooperation and sustainable development. In the future, attention should be paid to strengthening the cooperation between authors and institutions in the international field, expanding the breadth and depth of cooperative research; enriching the research level, continuing to deepen micro-level applied research on the basis of improving theoretical research, expanding research methods by increasing the proportion of quantitative research and laying emphasis on the comprehensive application of analytical tools in empirical research; and broadening the research content and promoting the research on innovation-driven, green development and sustainable development that are in line with China’s conditions and global situation.
