The proposition of “The Chinese path to modernization” signifies that China has creatively integrated socialism and modernization dialectically, and has embarked on a path of innovation that is rooted in the land of China and has unique Chinese characteristics. At present, the research on the Chinese path to modernization has become a focus topic in the theoretical and academic circles. Centering around the generative logic, scientific connotation, basic characteristics and significance of the Chinese path to modernization, the academic circles have carried out quite systematic research and have made considerable progress. To advance the further deepening of the research, it is necessary to expand the research horizon, use multidisciplinary research paradigms comprehensively, enrich the research content, reinforce basic theoretical research, improve research methods, and adhere to the combination of theoretical research with empirical and comparative research.

9 Parallel Logic: Spatiotemporal Expression of the Chinese Path to Modernization Hot!

The parallel logic is the spatiotemporal expression of the Chinese path to modernization, which highlights the Chinese characteristics of the modernization. From the perspective of sequential comparison between China and the West, Chinese modernization has the following spatiotemporal characteristics: its time for development is highly squeezed, its space for development is simultaneous and multi-regional, its development tasks are highly superimposed, and its development strategy is catching up with and even overtaking others as a later-comer. The parallel logic of the Chinese path to modernization has notable advantages compared with the single linear theory, the gradual change theory and the dependent development theory, and shows great charm of the parallel path regarding its value. At the same time, the spatiotemporal characteristics of the parallel logic demands that advancing modernization in the new era must handle properly the multiple tension between vitality and stability, production and ecology, fairness and efficiency, and freedom and order.

16 Theory, Connotation and Value: The Triple Dimensions of the Whole-Process People’s Democracy Hot!

Democracy is the common value of all mankind. The whole-process people’s democracy is the latest expression of socialist democracy with Chinese characteristics. From the theoretical dimension, Marxist democratic theory and the democratic theory of the Communist Party of China form the theoretical basis of the whole-process people’s democracy. From the connotation dimension, the starting point and foothold of the whole-process people’s democracy is to safeguard the fundamental interests of the people, its political value pursuit is that people enjoy full democratic rights, and its inevitable demand is the whole process. From the value dimension, the whole-process people’s democracy, as an original contribution to the Marxist theory of democratic politics, further highlights the universality and authenticity of democracy, thus while meeting the needs of the people for a better political life, it improves the effectiveness of national governance, and contributes Chinese wisdom to the political civilization of mankind.

25 Characteristics, Value Creation and Development Mode of Industrial Big Data Hot!

Industrial big data is a key production factor that supports the digital transformation of industries and promote the integration of digital and real economy. Compared with other types of data, industrial data is featured with stronger exclusivity, greater value, higher systematism and increased risk exposure, which, while enhancing its factor potential, have more constraints on its value creation mechanism. Data analysis of production equipment, industrial product, and industrial chain can effectively optimize asset performance, promote product development, and improve industrial chain coordination so as to enhance the potential for data value creation. However, the unique attributes of industrial data also pose challenges to value creation, such as unwillingness of enterprises to supply data, increased difficulty in technology for data collection and analysis, and undefined data application scenarios. At present, the ‘data space’ mode represented by EU’s IDS and Japan’s CIOF is a more feasible industrial data development mode, which can better meet the needs of data subjects for trusted security environment, technical standard support and application scenario optimization. To fully unleash the potential of China’s industrial big data, we can learn from the experience of relevant modes in Europe and Japan, focus on improving the strategic planning and management system of industrial big data, innovate the mode of circulation and service for industrial data, strengthen the data management and application capability of industrial enterprises, so as to accelerate the construction of industrial big data system and industrial ecosystem.

37 Online Social Capital and Resident Entrepreneurship: Taking the Use of WeChat as an Example Hot!

With the advent of the digital age, online communication is becoming increasingly important to the production and lives of residents. Based on the 2018 data from the Chinese General Social Survey (CGSS), this paper systematically explores the impact of online social capital on residents’ entrepreneurship and possible influencing channels by taking the use of WeChat as an example. The results show that online social capital is helpful to residents’ entrepreneurship, and its impact on developmental entrepreneurship is greater than that on survival entrepreneurship. The heterogeneity analysis shows that online social capital has a stronger promotive effect on residents with lower education levels, rural residents, residents whose family of origin is from lower social class, and residents whose father had entrepreneurial experience. Mechanism analysis shows that online social capital mainly promotes residents’ entrepreneurship through information capital mechanism, convenient financing mechanism, and offline complementary mechanism.

50 Research on Human-Machine Collaborative Growth Framework based on Virtual Simulation Hot!

While the deep integration of digital technology and the real economy has provided efficient decision-support solutions during the 14th Five-Year Plan period, it has also brought new problems and challenges to organizational management. From the perspective of introducing artificial intelligence as a new technology into organizations, this paper simulates the dynamic process of introducing artificial intelligence (AI) into enterprise organizations through virtual simulation experiments, and proposes a research framework for human-machine collaborative growth based on the action design research (ADR) method, which compares the evolution process and characteristics of human-machine collaborative growth in four aspects: human-machine trust, human-machine division of labor, human-machine collaboration, and human-machine symbiotic growth. The research shows that the key premise of human-machine collaborative growth is to establish human-machine trust, and the key content is the division of labor and collaboration between human and AI. New AI technology development will change the human-machine division of labor and generate AI optimization demand, which can help form a higher quality human-machine collaborative relationship through continuous demand reconstruction and multiple iterations. In order to help enterprises complete the “digital intelligence” innovation and transformation, we should establish human-machine trust by improving the visibility, interpretability and transparency of AI as much as possible; we should focus on human-machine task division, human-machine task efficiency and human-machine information interaction to realize human-machine collaboration; we should resolve conflicts of human-machine division of labor, human-machine trust crisis and human-machine iteration optimization to promote human-machine collaborative growth; and ultimately an efficient and agile intelligent organization will emerge with long-term synergistic growth of human and AI in the context of VUCA.

64 Property Rights, Policy Uncertainty and Firms’ Repaying Society Hot!

Firms’ repaying society is an integral part of the solid promotion of common prosperity. Therefore, it is of great significance to understand the decision-making mechanism of firms’ repaying society. This paper constructs the framework of “nature of property rights—policy uncertainty—firms’ repaying the society”, and takes 9,325 samples of A-share listed companies in Shanghai and Shenzhen from 2016 to 2019 as the research objects. This paper explores the impact of nature of property rights on firms’ repaying society and the moderating effect of policy uncertainty in between through a fixed effect model. The results show that compared with state-owned enterprises, the enthusiasm of private enterprises to repay society needs to be improved. Policy uncertainty enhances the incentive for private enterprises to repay society. Further tests show that both private enterprises with high sense of social responsibility and low sense of social responsibility tend to establish good relations with all sectors by repaying society in order to reduce risks of policy uncertainty. Therefore, to improve their enthusiasm to repay society, government should establish a full-coverage, all-round and whole-process incentive and supervision system according to private enterprises’ characteristics of repaying society, and expand the channels for them to repay society.

74 Internal Logic and Its Process Mechanism of Urban Affective Governance: A Case Study of Zibo Barbecue Hot!

Based on the internal logic of affective governance and taking Zibo Barbecue as an example, this paper analyzes the evolution process and the root cause of why Zibo Barbecue suddenly went viral, provides a model of urban affective governance in Zibo, and explores the process mechanism of urban affective governance. The results shows that the city affective governance with affection as the core is the fundamental reason of why Zibo Barbecue suddenly went viral; College students’ kindness-repaying behavior, internet celebrity effect, regional culture, urban service management and construction of social order together constitute the five basic dimensions of city affective governance of Zibo city. From the perspective of process mechanism, college students’ kindness-repaying behavior is the trigger for the urban affective governance of Zibo, the Internet celebrity effect is the catalyst; the regional culture of “Friendly Shandong” is the cultural basis; the urban service management with affection as the core is the management basis; and the construction of social order based on affection provides the social security. Therefore, urban affective governance with affection as the core has the dual significance of value rationality and instrumental rationality. It is not only the core of urban governance, but also a reasonable and effective tool to repair urban affective trauma. As a reasonable supplement to rigid governance, affective governance helps to bridge the gap between cadres and masses in rigid governance based on bureaucracy, improve the impersonal urban governance model, and realize the high-quality development of modern cities.

84 Application and Prospect of Policy Simulation Research in Public Governance: A Bibliometric analysis on Core Literature in the Past 20 years Hot!

Policy simulation, as a means of interdisciplinary research in the field of social sciences, has a significant influence on the discussion of contemporary public governance, especially the dynamic mechanism and prediction of policy. This paper gives a bibliometric analysis and comparison of the key literature of domestic and foreign policy simulation research in the past 20 years, thereby revealing its application trend and prospect in the field of public governance. The results show that policy simulation research mainly focuses on instrumental rationality, governance paradigm and decision support. Related topics and application fields are extensive, and the specific application methods tend to be diversified. Moreover, domestic and foreign research shows differences in tool selection and cognitive attitude. Policy simulation research provides strong support for domestic public decision-making support and research paradigm transformation. By referring to overseas experience, we can promote multidisciplinary integration research and construction of social science simulation laboratory, thus pushing forward the practical application of policy simulation to play a greater value in the future.

94 Consolidated Goodwill and Enterprise Capability Hot!

Based on the sample of A-share listed companies in China from 2007 to 2020, this paper examines the impact of consolidated goodwill on enterprise capabilities and its mechanism. It is found that consolidated goodwill has a significant positive impact on enterprise capability, as well as its three dimensions of comprehensive operating efficiency, industry potential and development potential. Further analysis find that internal resource synergy and external resource synergy are two paths for consolidated goodwill to influence enterprise capability. The company’s upward earnings management behavior reduces the impact of consolidated goodwill on enterprise capability. The goodwill regulatory actions of China Securities Regulatory Commission in 2018 have an effective restrict on enterprises’ behavior of conducting earnings management by using goodwill, thus improving the correlation between consolidated goodwill and enterprise capabilities. The positive impact of consolidated goodwill on enterprise capability is more pronounced in private enterprises, industries with higher concentration and regions with better innovation environment. In order to solve the “Accounting Chaos of Goodwill”, the standards should be improved and the supervision should be strengthened. The standard-setting institutions should formulate differentiated disclosure rules according to the characteristics of enterprises and the purpose of mergers and acquisitions (M&A). At the same time, the accounting supervision institutions should strengthen the supervision of the disclosure of goodwill accounting information. In addition, enterprises should also pay attention to enterprise capabilities in the process of M&A, and may take enterprise capabilities as a supplement to performance commitment.

108 Research on the Structural Dimension and Measurement of the Party and Government Leading Cadres’ Emergency Management Capacities in the New Era Hot!

Under the background of vigorously promoting the modernization of national governance system and governance capacity, how to effectively improve the emergency management capacity of the Party and government leading cadres has become one of the major issues faced in the new era. We therefore believe that it is of great significance to scientifically and reasonably assess the emergency management capabilities of the Party and government leading cadres, so that they can improve their emergency management skills in a targeted manner. Based on interviews and data research, this study applies the grounded theory to explore the structural dimension of the emergency management capacities of the Party and government leading cadres, and further construct relevant measurement scales on this basis. It is found that, as a multidimensional concept with rich connotations, the emergency management capabilities of party and government leading cadres include seven dimensions: political literacy, basic competence, professional emergency response, public opinion communication, emergency handling, risk research as well as crisis growth. At the same time, the seven dimensions can be summarised into three levels: personal cultivation, knowledge and skills, and management ability. The measurement scale constructed in this study can effectively measure the emergency management capabilities of party and government leaders and cadres. It is suggested that the government should attach importance to the training of emergency management capacities at the individual level, refine the corresponding training and improvement programs, and build a targeted competency model.

119 Progress of Research on Cold Chain Logistics Technology for Fruit and Vegetable Agricultural Products Hot!

Fruit and vegetable agricultural products are easily affected by external temperature and prone to quality deterioration after harvest. Cold chain logistics technology can effectively preserve the freshness of agricultural products, including color, flavor and nutritional quality. This paper, by sorting out the development status of preservation and influence of the whole-process cold chain logistics link technology on the fruit and vegetable quality, summarizes the research and application gaps and problems of China’s fruit and vegetable agricultural products cold chain logistics technology compared with those of developed countries. The study reveals that the research on cold chain logistics technology of fruits and vegetables is increasingly refined with numerical simulation a common method, and shows a trend of multidisciplinary integration. However, there are still deficiencies, such as incomplete research of the influence of cold chain logistics technology on the physiological, temperature and humidity characteristics of fruits and vegetables, backward information monitoring and tracing technology for whole-process cold chain of fruits and vegetables, and lagging behind of practical application of fruit and vegetable cold chain logistics technology compared with theoretical research. Therefore, we should strengthen the study on the influence of cold chain logistics technology on fruit and vegetable characteristics, pay more attention to the combination of numerical simulation and field experiment, and accelerate the popularization and application of cold chain logistics technology in the future.

136 Study on Efficiency Assessment and Improvement Path of China’s Logistics Group Standardization from the Perspective of Technological Heterogeneity Hot!

Exploring the overall level, regional differences and sources of loss of standardization efficiency of China’s logistics groups is conducive to improving the group standardization and promoting the high-quality development of logistics industry. From the perspective of technological heterogeneity, a Meta-Frontier DEA model was constructed based on the common frontier theory to estimate the standardization efficiency and regional technology gap of logistics groups in eastern, central, western and northeastern China during 2015-2021. The results show that there are obvious differences in the standardization efficiency of logistics groups among the four regions in China, and the main sources of efficiency loss are different, which can be divided into four types: current level maintaining, overall improving, intra-group learning and cross-group learning. Therefore, different improvement measures should be taken in accordance with different types: the areas that maintain the current level should fine-tune the deficiencies of group standardization on the basis of maintaining the current technical level and management level; The overall improving area should not only improve the technical level through technological innovation but also improve its own management level through learning; The intra-group learning region should not only maintain the standard technical level of the existing logistics group, but also pay attention to improving the internal motivation and focus on learning from the provinces and cities with high management level within the group; The cross-group learning region needs to learn from the technologically advanced provinces and cities outside the group while maintaining the existing management level, so as to promote the efficiency of logistics group standards.

151 “Information Cocoon” of Network Communication: Its Ideological Effect and Governance Hot!

With the rapid growth of the Internet in China, the “information cocoon” has emerged in the Internet context of China, and has had an impact on the distribution and proliferation of mainstream ideology. The condition for “information cocoon”, from the perspective of its generation and development, is the “echo chamber effect”, that is, the repeated dissemination of homogenized information. When the audience is trapped in the homogenized information, it leads to the formation of the “information cocoon”, which may cause “group polarization”. The “information cocoon” may block the dissemination of mainstream ideology in the community, create conditions for the dissemination of wrong ideas and negative information in the group, and in extreme cases may even lead to fanatical online public opinion events. Thus, to reduce the negative effect of “information cocoon” on the dissemination of mainstream ideology, it is necessary to rouse netizens' civic awareness from the ideological level to eliminate the barriers of “information cocoon” as much as possible, carry out various ideological publicity for different types of “cocoon” from the cultural level, and build network supervision agencies from the legal level so as to ensure the timely supervision of information in emergency cases.

161 The Logic and Implementation Path of Building a Community of Regional Environmental Governance Hot!

With the deepening of regional economic integration, we have entered a stage where regional ecological and environmental problems frequently occur. In the practice of regional environmental governance, the inherent tension between the ecological environment integrity and the division of administrative regions leads to significant differences in conceptual cognition, interest structure, and institutional system among regional cities, thus resulting in a segmented regional environmental governance model. Faced with increasingly prominent ecological and environmental problems in the region, it is urgent to introduce a new mindset of regional environmental governance community to crack the segmented regional environmental governance model. The regional environmental governance community should shape a consensus on regional environmental governance through conceptual identification, stimulate the internal driving force of regional environmental governance through benefit sharing, and strengthen the effectiveness of regional environmental governance through institutional constraints, thus fully leveraging the functions of the regional environmental governance community. Therefore, it is suggested that the construction of a regional environmental governance community needs to be promoted from the perspectives of updating values, ensuring benefit sharing, and strengthening institutional supply, so as to promote high-quality development of regional integration.
