1 Awakening and Guidance: The Logical Path of Constructing the Identity of the Chinese Communists with the Original Aspiration and Mission Hot!

Realizing the original aspiration and mission is the unswerving goal of the Chinese communists. With people’s happiness, national rejuvenation, human progress and world unity as the goal for pursuit, the original aspiration and mission inherently identifies with what the Chinese communists are, that is, the leader of the people, the leader of the community of Chinese nation and the promoter of human community with a shared future. The construction logic of the triple identities lies in the awakening of the identity of Chinese communists and the guidance of identity practice, as well as the integration of the two. In other words, through the awakening of emotions, thoughts and beliefs, the original aspiration and mission supports the identity of Chinese communists in an enlightening sense, so that they can clarify their emotional orientation, promote theoretical innovation, and strengthen their ideals and beliefs. Through the guidance of direction, goals and capabilities, the original aspiration and mission guides the identity practice of Chinese communists in a methodological sense, promotes their clear historical orientation, achieves development goals, and enhances political capabilities. To deepen the actual construction of the identity of Chinese communists in the new era, we should use system construction to unify ideology and behavior, stimulate endogenous motivation with party spirit cultivation, regulate the exercise of power with inner-party supervision, and display the true image with discourse construction, so as to integrate the identity and identity practice of communists into the main consciousness of fulfilling the original aspiration and the mission.

The common prosperity in people’s spiritual life is the focus and hot issue of domestic academic research. In recent years, scholars have conducted in-depth research on the generation logic, connotation and characteristics, value implications, realistic challenges and realization paths of promoting the common prosperity of people’s spiritual life, and achieved fruitful results. However, the understanding of the basic concept of “common prosperity of spiritual life” is not systematic enough, the research methods are not rich enough, the interdisciplinary integration is not deep enough, and the research vision is not broad enough. In the future, we should strengthen the interpretation of basic concepts, reinforce empirical and quantitative research, enhance interdisciplinary research, and broaden the international perspective, so as to promote more comprehensive and in-depth research on the common prosperity in people’s spiritual life.

34 Agricultural Development in the Era of Big Data: International Frontiers and Chinese Practices Hot!

With the advent of the information revolution and big data revolution, agricultural production has undergone great changes. In the new era, traditional agriculture is gradually facing bottlenecks and is heading for a transition towards new digital agriculture development models such as precision agriculture and smart farming. Since the 21st century, countries around the world have explored more than ten fields of agricultural big data, developed a series of technologies and methods for data collection, storage, and analysis, and achieved significant application results. As China is facing a series of problems such as a large population and limited arable land, it should keep up with technological progress and accelerate the development of agricultural new quality productive forces based on China’s national conditions and agricultural characteristics. It should focus on basic research on agricultural big data, industry standards, infrastructure, supply chain management, finance and insurance so as to promote high-quality agricultural development, accelerate efforts to build China into a strong agricultural country, and modernize agriculture and rural areas.

46 City-county Merger Reform, Industrial Structure Adjustment, and Inter-regional Industrial Linkage Hot!

The systematic and orderly promotion of new urbanization is becoming a key driver for high-quality economic development and regional coordination during the “14th Five-Year Plan” period and beyond. Adjustments in intergovernmental fiscal relations are expected to significantly impact economic relationships between regions. Using a multi-period dynamic Difference-in-Differences (DID) method, this study analyzes the effects of administrative restructuring, specifically the “City-county Merger Reform”, on inter-regional industrial connections. The research reveals that neighboring regions with a higher-level development in the tradable sector exhibit stronger economic interdependence, but the “City-county Merger Reform” induces a decline in industrial linkage between merged and neighboring counties. This shift is primarily attributed to the reform’s nature as an urbanization led by municipal governments, with merged counties implementing land policies favoring non-tradable sectors, while reducing land support policies for the tradable sector, thereby prompting merged counties to transition from tradable sector focused economies to non-tradable sector focused economies, resulting in a decrease in inter-regional industrial linkages. In light of these findings, it is suggested that prudently advancing the “City-county Merger Reform” and optimizing fiscal and administrative power reform plans help to facilitate the coordinated development of regional economies through high-quality urbanization.

59 Data as a Factor of Production: From the Perspective of New Structural Economics Hot!

Focusing on the core issue of how data serves the economy as a factor of production, this paper proposes the perspective and the analytical framework of New Structural Economics. First, New Structural Economics emphasizes the research paradigm with factor endowment structure as the core, places the construction of new endowment structure system incorporating data as a factor of production as the starting point, and stresses on the fact that data has structural characteristics. Second, New Structural Economics advocates the construction of production functions with industrial heterogeneity as a link between the micro enterprise dynamics and the macro structure transformation, and explores from multiple levels the production theory system and the contribution path of data as a production factor to the economic development in the era of digital economy. Third, the “proactive government” should provide solid infrastructure and facilitating institutional arrangements according to the structural characteristics of different development stages to promote the value transformation of data as a factor of production.

69 Impact of Environmental Regulation on Enterprise Markup from the Perspective of Industry Competition Hot!

Using panel data of Chinese manufacturing enterprises listed in Shanghai and Shenzhen A-shares from 2008 to 2021 as sample, this paper examines the impact of environmental regulations on enterprise markup and whether the impact varies under different levels of industry competition. Furthermore, it analyzes the influence paths through three mechanisms of compliance cost effect, innovation compensation effect, and resource reallocation effect. The results indicate following findings: (1) while environmental regulations reduce enterprise markup, industry competition significantly enhances the negative effect of environmental regulations on enterprise markup; (2) the more intense the industry competition is, the more apparent the negative impact of environmental regulations on the markup of non-state-owned enterprises, while for state-owned enterprises, the degree of industry competition has no impact on the relationship between environmental regulations and markup; (3) market competition further strengthens the negative impact of environmental regulations on the entry of enterprises but weakens the inhibitory effect of environmental regulations on the exit of enterprises. Therefore, it is necessary to further strengthen the consistency and coordination between industrial policies and environmental regulations, fully consider the differentiated effects of environmental regulations under different industry competition conditions and improve the effectiveness of policies.

80 Domestic and Foreign Research Progress on Inland Ports and Research Prospect for Chinese Inland Ports: Based on CiteSpace Bibliometric Graphing Analysis Hot!

Based on WOS and CNKI databases and relying on CiteSpace visual bibliometric tools, we construct a knowledge map of research progress on inland ports, and then based on the analysis of evolution stage of the development of inland ports in China, we offer review and outlook of the research progress on inland ports. The study finds that domestic and foreign research on inland ports has developed rapidly in recent years, with an increasingly rich volume of research publications and constantly updated research hotspots. The focus and hotspots of current research are mainly on the connotation and extension of inland ports, container multimodal transportation network in the context of inland ports, and the mechanism of port-industry-city linkage for inland ports, with the research mainly oriented to the planning and construction stages of inland ports. However, in terms of the concept of inland port, the research that combines the clustering and industrialization characteristics of the development of inland ports in China is insufficient. In terms of multimodal transportation network of inland port, there is a lack of synergistic optimization of points, lines and surfaces for the selection of inland port sites, multimodal transportation channels, etc. In terms of the port-industry-city linkage mechanism, it is dominated by the empirical research on economic interaction, and there is a lack of research concerning different modes for establishing such linkages. Therefore, it is suggested that future research should focus on new issues such as enriching the new connotation of inland ports, constructing inland port multimodal transportation network, and expanding on the symbiotic evolution of inland ports, industries and cities so as to deepen the research on the inland port with the development of practice.

89 Influence of Supply Chain Integration on Innovation Performance of Food Enterprises: Mediating Role based on Open Innovation Hot!

This paper selects 211 food companies in Beijing, Tianjin and Hebei regions as the research subjects and uses questionnaires to obtain data, aiming to explore the impact of supply chain integration on the innovation performance of food companies and the mediating role of open innovation. Supply chain integration includes supplier integration, customer integration and internal integration, and open innovation includes two modes of exploratory innovation and exploitative innovation. The results show that while supplier integration has a significant direct impact on the innovation performance of food enterprises, internal integration and customer integration do not; while exploratory innovation plays a significant mediating role in supplier integration and internal integration to enhance the innovation performance of food companies, exploitative innovation does not. Therefore, food companies should pay close attention to supplier integration, focus on internal integration, strengthen customer integration, and on the whole, emphasizes exploratory innovation from the inside out, thereby significantly contributing to the improvement of innovation performance.

101 On Vulnerability of Medical Device Supply Chain under the Background of Public Health Emergency Hot!

As the supply chain of medical devices shows high vulnerability under the context of public health emergencies, it is necessary to judge and evaluate the influencing factors. This paper, with the aid of Grounded theory and the method of questionnaire survey, identifies and screens the vulnerability indicators of the medical device supply chain, and then based on the relevant data of medical device in 2020, it uses the combination weighting method to assign weight to the vulnerability indicators, and evaluates the supply chain vulnerability with cloud model method. The evaluation results show that the level of public health emergencies is the primary factor affecting the vulnerability of the medical device supply chain, the surge in short-term demand for medical devices is an important reason for increasing vulnerability of the supply chain, and the impact of events has led to an imbalance in the collaborative operation between supply chain nodes. Therefore, it is suggested that we should carry out dynamic monitoring and management on public health events effectively, control the temporal and spatial scope of the impact, establish necessary emergency reserves and increase production capacity reserves for demand variation. Above all, the way to enhancing supply chain coordination is to establish a dynamic and flexible emergency supply chain system.

113 Urban Rail Transit Construction, Labor Mobility and Enterprise Performance: A case study of financial performance data of Chinese listed companies Hot!

Based on the financial performance data of Chinese listed companies from 2006 to 2021, the relationship between urban rail transit construction, labor mobility and enterprise performance has been analyzed by using SD analysis method and time-varying DID model. The results show that the construction of urban rail transit can accelerate labor mobility and improve the overall performance of enterprises, but there are significant differences between the short and medium term influence mechanisms. While improving enterprise performance, rail transit construction obliges enterprises to add additional human capital investment to a certain extent in a certain period of time, and this influence shows a certain “polarization effect” in location. Therefore, enterprises should strengthen human capital investment, introduce talents and retain talents according to the trend of accelerated labor mobility, so as to promote the enterprise performance.

124 Measurements of the Efficiency of County Transport-Driven Poverty Alleviation and the Influencing Factors in Contiguous Poverty-Stricken Areas: A Case Study of the Border Mountainous Areas in Western Yunnan Hot!

The study on the efficiency of transport-driven poverty alleviation can provide an important theoretical basis for the formulation of regional poverty alleviation-oriented transport policies in the stage of rural revitalization. Panel data of transportation and economic development in 56 counties in the border mountainous areas of western Yunnan from 2016-2019 are used as samples to construct a transport-driven poverty alleviation efficiency input-output index system. The DEA model and Malmquist index are used to measure the transport-driven poverty alleviation efficiency of counties, and analyze their spatial and temporal distribution characteristics. At the same time, Tobit regression model is constructed to explore the factors influencing the efficiency of county-level transport-driven poverty alleviation. The results show that: 1) The overall efficiency of transport-driven poverty alleviation in the mountainous counties along the border of western Yunnan shows a gradual growth. There is still large room for improvement in the stage of rural revitalization, and the comprehensive efficiency of transport-driven poverty alleviation is mainly influenced by the scale efficiency. 2) According to two dimensions of comprehensive efficiency average of transport-driven poverty alleviation and Malmquist index value, the 56 counties in western Yunnan can be divided into four types: potential, developmental, mature and consolidation types. The developmental and mature types are main types of efficiency for transport-driven poverty alleviation in the border mountainous areas of western Yunnan. 3) County size and industrial structure have a reverse inhibitory effect on the improvement of transport-driven poverty alleviation efficiency, while employment support, consumption level, location advantage, and investment scale all have a certain positive promoting effect on transport-driven poverty alleviation efficiency in the border mountainous areas of western Yunnan to different degrees. Each influencing factor shows differences in terms of its influence intensity and effect path on the county transport-driven poverty alleviation efficiency in different development stages. Therefore, we should further optimize the spatial layout of the county transportation infrastructure, attach importance to the development of digital and intelligent transportation, strengthen the “linkage effect” between labor employment and transportation development, and adopt differentiated and rational development strategies based on different development stages of transport-driven poverty alleviation and characteristics of influencing factors.

137 Digital Economy, Factor Role Shift and Urban Carbon Emissions: Based on the test of moderating and threshold effect Hot!

Based on the panel data of 280 cities at prefecture-level and above in China from 2011 to 2019, this paper systematically explores the impact and mechanism of digital economy on carbon emissions from the factor role shift perspective. By constructing the moderating effect model, the moderating effect of digital economy on the three main carbon emission factors of population, economy and technology is empirically tested, and the threshold heterogeneous effect of technological progress in the process of digital driven emission reduction under SFA measurement method is further investigated. The study reveals the following findings: First, the relationship between digital economy and carbon emissions still follows an EKC curve. Second, the impact of digital economy on carbon reduction has a late-mover disadvantage of diminishing marginal returns. Non-mega cities and the last three tier cities will become difficult and pain points of digital-driven emission reduction in the future. Third, although the development of urban digital economy can significantly improve the positive correlation between traditional economic factors, demographic factors and carbon emissions, it triggers a rebound effect of technological factors. Fourth, technological level plays a “double threshold” role in the emission reduction effect of digital economy. Therefore, the government should accelerate the transformation of energy structure, promote the construction of city clusters and smart cities, strengthen the digital transformation of industries and cultivate digital talents, and actively promote the carbon trading system in order to help achieve the “double carbon” goal.

152 On the Economic Effect of Public Arts Education from the Perspective of Creative Human Capital: A Literature-Based Discussion Hot!

Public arts education, as an integral part of higher education, plays a pivotal role in the holistic development of university students. It cultivates innovative spirit, trains creative thinking, and unlocks innovative potential. From an economic perspective, economic development propels artistic progress, which in turn, stimulates economic prosperity. Hence, the economic effects of arts education are a critical subject that educators should pay attention to. Drawing upon theories and research abroad, the economic effects of public arts education and its transmission mechanisms can be analyzed from both micro and macro perspectives, as well as from direct and indirect dimensions, thereby establishing a systematic theoretical framework for analysis. At the micro-level, public arts education, as an investment in creative human capital, can enhance individuals’ employability and cultural arts consumption capacity in the creative economy era through cognitive effects, health care effects, affective-behavioral effects, and aesthetic demand effects. At the macro-level, public arts education can facilitate the development of the cultural and creative industries from both supply and demand sides. It can also unleash consumption potential, expedite industrial upgrading, and achieve regional economic development while accelerating the realization of returns on creative human capital by promoting integrative innovation between science and art, fostering the incubation of diverse talents, and improving the socio-cultural environment. Strengthening public arts education in higher education institutions to fully leverage its economic impact, is both a natural choice for the evolution of higher education in the new era and an entirely new exploration in driving high-quality economic development. Universities should fully understand and acknowledge the economic effects of public arts education and reinforce top-level design, innovate the content and form of public arts education so as to establish educational systems that encourage students to “go global”, and focus on building a diverse and cutting-edge faculty by “bringing in” expertise.

Their irreplaceable strengths lie in promoting, shaping, and safeguarding China’s national image and the construction of modern Chinese civilization, presenting a trustworthy, endearing, and respectable image of China to the world. To fully leverage the unique advantages of overseas Chinese communities and create a favorable environment for Chinese path to modernization, it is necessary to plan proactively and rally the support of overseas Chinese to establish mechanisms that harness their capabilities in supporting China’s modernization efforts, including mechanisms for intellectual support, effective publicity, and self development.
