Realistic Predicament and Practical Approach to Building Cultural Confidence and Strength from the Perspective of Ideological and Political Education

Ideological and political education shoulders the sacred mission of building cultural confidence and strength, and is an important way to promote cultural confidence and strength. However, in the real world, the combination of “insufficient interpretation” and “lack of criticism” weakens the cultural leadership role of ideological and political education, the coexistence of “pan-politicization” and “minimizing humanity” obscures the humanistic care of ideological and political education, “cultural change” and “diverse appeals” in parallel impact the cultural supply capacity of ideological and political education, and the combination of “lagging mechanism” and “insufficient aggregation” weakens the cultural creativity of ideological and political education. In the new era and on the new journey, to solve the realistic predicament of building cultural confidence and strength, we must focus on improving the effectiveness of ideological and political education as cultural guidance, promote the integration of cultural elements in ideological and political education, enhance the culture-oriented awareness in ideological and political education, and improve the vitality of cultural innovation in ideological and political education, so as to enable ideological and political education to better promote cultural confidence and strength, thus effectively shouldering its new cultural missions.

“Being on a journey” is an eternal subject facing the Communist Party of China (CPC). In essence, the “Three Musts” answer the major practical question of what kind of state our Party “should take in the journey” on the new road toward the goal. From the perspective of “new journey”, the “Three Musts” have their own internal generation logic, that is, they originate from the concept of “Being on a journey” by Marxist classical writers, they are based on the centennial practice of “going on a journey” of the CPC, and are due to the new challenges faced by the Party on their “journey” in the new era toward new goal. The “Three Musts” profoundly answered, from three dimensions, the questions of “to embark on a journey”, “where we should start from”, “where we should go”, “what tradition to inherit”, “what style to work with”, “with what kind of mind” and “what abilities to master”, which is an organic whole with rich connotation and strict logic. Outlook and Policy Advice on China’s Economy in 2024

China’s GDP experienced a year-on-year growth by 5.2% in the first three quarters of 2023, showing a stable recovery of economy and is expected to achieve the growth target set at the beginning of the year without question. Looking forward to 2024, factors like the national population decline, technological “blockade”, energy price fluctuations, exchange rate fluctuations, changes in the international political and economic situation, etc. will continue to be important reasons affecting China’s economic development. The natural trend of China’s macroeconomic operation will be a pattern of recovery of both supply and demand, with the supply side recovering faster than the demand side, but still lower than the potential level. In addition, real estate crisis risks, local government debt risks, and the external economic environment will become potential risks that restrict the stable development of China’s economy in the future. In view of the above, the policy objectives in 2024 should still take the demand side as the main focus, and provide necessary support for the stable recovery of the supply side and the continuous improvement of the market environment. The macro-control policy should orient toward expansion of both demand and supply, supplemented by market environment management.In general, China’s economy in 2024 will face more opportunities than challenges, more favorable conditions than adversary elements, and the elements that support high-quality development will continue to accumulate and increase, therefore, we should enhance our confidence in China’s economy.

Innovation-driven Strategy Based on Domestic Demand Expansion: A Theoretical and Empirical Analysis

To adapt to the high-quality development of the economy and accelerate the construction of a “dual circulation” development pattern under the new circumstances, effectively combining the strategy of domestic demand expansion and innovation-driven development becomes a strategic multiplier option. Viewing from the perspective of dynamic evolution, a virtuous cycle of interaction exists between “demand and innovation”. The implementation of the innovation-driven strategy based on expanding domestic demand provides a realistic basis for exploring this virtuous interaction mechanism. At the same time, it is necessary to rely on the domestic market to bring in at a high level and go global on a large scale, and implement the innovation-driven development strategy based on domestic demand against the background of opening up, so as to create a new competitive advantage for China in the new round of economic globalization.

Reinterpretation of China’s Economic Fluctuation: Concept, Characteristics and Connotation

We elaborate and distinguish some crucial concepts in the research of China’s economic fluctuations. We emphasize that while shock is the source of economic fluctuations, wedge that distorts equilibrium conditions of the economy, is the mechanism through which the shock spreads. The two concepts are not equivalent, nor can they be separated. Having clarified the relevant concepts, we account for the characteristics and influencing factors of China’s economic fluctuations from four perspectives: output, labor, investment and consumption. The results show that efficiency wedges and the corresponding shocks play major roles in explaining China’s economic fluctuations; labor wedge is crucial for interpreting fluctuations in China’s labor markets and the properties of China’s economy after Covid-19; decline in investment is not caused by the deterioration of investment wedges, rather, it is highly correlated with economic fundamentals, but investment wedges do have important meaning in understanding China’s ‘low consumption’ characteristics. Finally, we show that the contribution of different wedges to economic fluctuation is time-varying. The idea of using wedges in the corresponding market to generalize and measure frictions in reality is of great value in guiding how to introduce frictions into the structural model, and the relevant conclusions have inspiration for macroeconomic policies.

Global Inflation Divergence: Analysis and China’s Countermeasures

Since 2017, global inflation has diverged, a phenomenon rarely seen since the collapse of the Bretton Woods system in the 1970s. Anti-globalization is one of the main reasons for the current divergence in global inflation. This paper analyzes the inflation situation of a number of representative developed economies and compares their divergence with the United States and China. The time frame of the study is from February 2017 to October 2023, covering two phases and eight countries. Using co-integration test and principal component analysis, this paper finds that China and the United States act as two important poles of global inflation divergence, with major developed economies following the United States. The severity and uncertainty of the anti-globalization challenges facing China in the future are on the rise. China should promote stability by progress, and seek progress in stability, establish the necessary systems and rules first, and then gradually break the original institutional barriers. It needs to further study and master the systematic law that major developed countries play as a leading role in the existing international economic order, and at the same time, explore effective ways and methods for China to play a bigger role in the existing international economic order and ensure a high-level and secure economic development.

This paper constructs the balance theory of internal and external benefits of high-speed railway, and explains the inevitability, necessity and realization path of the balance of internal and external benefits of high-speed railway. It draws the following conclusions: 1) the balance between internal and external benefits of HSR is an important aspects of sustainable development of high-speed rail, and more attention should be paid to the role of density economy as the key indicator; 2) the imbalance of internal and external benefits of high-speed railway is mainly caused by the diversity and incompatibility of the main goal of high-speed railway economic agents; 3) the balance of internal and external benefits of high-speed rail can be dynamically adjusted through the increase of demand for high-speed rail transportation, the breaking of economic and administrative monopoly, the introduction of competition, and the establishment of broad subsidy mechanism of responsible government. The research results have obvious significance for reducing the risk of infrastructure investment and supporting high-quality economic development.

The impact of artificial intelligence (AI) on the value chain of firms such as product development, operation, and marketing is changing the mechanism and path of the transformation and upgrading of manufacturing industry. Centering around how AI can promote transformation and upgrading of manufacturing industry through its influence on product innovation, and based on the existing literature, this paper extracts core innovative features of AI that differs from other digital technology, analyzes its influence mechanism, and through cross-level analysis framework of AI’s influence on individual, enterprises, and industry, puts forward a conceptual model of adaptive change about AI’s influence on transformation and upgrading of manufacturing industry from the perspective of product innovation, discusses mechanism and path of AI’s influence on adaptive transformation of manufacturing through product innovation, and draws the following conclusions: (1) the new social subject, generativity, and mutability of knowledge accumulation constitute AI’s three core innovation features, which distinguish it from other digital technologies; (2) AI engages in product planning, structural engineering, and other development processes, which changes or enhances the product development mindset of human intelligence and expands the knowledge boundaries of product development; (3) AI strengthens the real-time interaction and adjustment of the whole value chain including product innovation and operation, marketing and retailing, which builds an adaptive mechanism that balances the conflict between manufacturing-oriented agility and user-oriented agility, leading to the emergence of adaptive intermittent transformational path through the rapid adaptive adjustment in the manufacturing industry.

The Co-evolution of Technology and Institution to Promote the Modernization of Transportation Governance Capacity: A Vertical Case Study

Taking the evolution and changes of China’s national expressway ETC as a longitudinal case and based on the theory of the relationship between technology and institution, this paper studies the underlying logic and promotion path of China’s transportation development. It is found that the profound transformation of China’s transportation industry is neither the results of technical empowerment nor that of institutional empowerment under traditional linear thinking mode, but the modernization of China’s transportation governance capacity with the co-evolution of technology and institution. That is, decision makers can construct the path of technological development based on the existing institution, organization, rules, experience and cognition, while technology makes the institutional change possible, with both sides interacting with each other and selecting each other. To further improve the modernization of transportation governance capacity, we should not only dig the potential of technology for organizational adjustment and institutional reform, but also strengthen the role of institution for choice, regulation and guidance of technological development, and more importantly, accelerate the pace of building a country with strong transportation network with the co-evolution of technology and institution.

Review and Prospect of Green Investment Research under the “Dual Carbon” Goal

As a part of the “1+N” policy systems to achieve the “dual-carbon” goal, green investment is an indispensable part of China’s low-carbon economy and sustainable development and an important driving force for the realization of the “dual-carbon” goal. By sorting out English literatures on green investment included by the Web of Science database and CNKI between 1990 to 2021, the study summarizes the trajectory, hotspots and development trends in this research field. The results show the following findings: (1) During the past three decades, the number of publications and research themes on green investment have witnessed a trend that synchronized with major global agreements on climate and environment, and effectively responded to major practical issues of green transformation and sustainable development. (2) The research focuses and hotspots mainly concentrate on the connotation, mechanism and application fields of green investment. What’s more, green investment concerning “China” and the “Belt and Road” have received unprecedented attention. (3) The research of green investment shows a positive development trend that evolves from exogenous to endogenous study, from compliance to strategic study, and from passive risk avoidance to active social responsibility commitment and financial product innovation study. It is suggested that future research should base more on national conditions, strengthen multidisciplinary integration, interpret the mechanism and development logic of green investment from multiple dimensions, and pay more attention to new issues of green investment from the perspective of a community with a shared future for mankind.

Multiple Concurrent Causation and Multiple Paths of Regional Green Logistics in the Context of High-quality Development

Regional green logistics is an essential element to promote the green development of logistics industry, and a key target and breakthrough point to achieve regional high-quality development and industrial advancement. By using the fsQCA method and selecting 30 provinces (cities) in China as research objects, the study explores the multiple coexisting causal relationships and various realization ways of regional green logistics in the context of high-quality development from the perspective of configuration. The result verifies that the impact of various elements of high-quality development on regional green logistics shows multiple concurrency and geographical differences. Among them, there are four driving paths which falls into three types that propel high level regional green logistics, with innovation as the key driving force; the constraining paths that lead to non-high-level regional green logistics include five paths, which are classified into two types, with the synergy between innovation and green development having significant influence. Therefore, to improve the level of regional green logistics, we should comprehensively enhance the logistics innovation capability in all aspects like technology, capital and talents, strengthen the multi-dimensional interaction between innovation and green development in terms of resources, environment and ecology, and formulate differentiated improvement policies based on different situations in different regions.

On Vertical Decision-making under the Stackelberg Game of Complementary Products Supply Chain

Based on two complementary products supply chains consisting of one manufacturer and one retailer as the research objects, this paper discusses the inter-chain Stackelberg and intra-chain Stackelberg game problems when complementary products supply chains adopt different decision-making modes, examines the influence of market size, cost and other parameters on market price, demand and profit, and further compares and analyses the equilibrium solutions under the four decision-making modes (centralized-centralized, centralized-decentralized, decentralized-centralized, decentralized-decentralized) in the inter-chain Stackelberg game. The research shows the following results: The production cost of complementary products is negatively correlated with demand and profit; The price of a product is negatively correlated with the cost of complementary products; Centralized decision-making is the dominant strategy of complementary products supply chain leaders; For the supply chain follower, whether to adopt centralized decision-making or decentralized decision-making depends first on the decision-making mode of the supply chain leader, and secondly on the degree of complementarity between products; The centralized-centralized decision-making mode is the Pareto equilibrium solution of the complementary supply chain. Therefore, an incremental profit sharing mechanism can be designed among members of the complementary supply chain to ensure the stability of centralized decision-making in the supply chain; Complementary supply chains should cooperate with each other to reduce product costs and achieve cost reduction and efficiency increase, and lower the price of a certain supply chain product to attract users so as to promote consumer demand for complementary products, thus maximizing the profits of the complementary supply chain.

Impact and Mechanisms of the Construction of Ecological Civilization Pilot Demonstration Zone on the Ecological Environment Quality

How to improve the quality of the ecological environment while maintaining sustained economic growth remains an urgent and practical issue in China today. Based on the panel data of 284 prefecture-level cities in China from 2009 to 2021 and treating the construction of ecological civilization pilot demonstration zones as a quasi-natural experiment, this paper uses the Difference-in-Differences (DID) method to explore the impact and mechanisms of ecological civilization pilot demonstration zone construction on the quality of the ecological environment. The study found that the construction of ecological civilization pilot demonstration zones has a significant positive effect on the improvement of the ecological environment quality. The impact shows an initial increase followed by a slight decline over time, and it is more pronounced in the western region, resource-based cities, and cities with a high level industrial development. Further analysis revealed that the construction of ecological civilization pilot demonstration zones can improve the quality of the ecological environment through three channels: enhancing government environmental governance, promoting the green transformation of industrial enterprises, and increasing public environmental awareness. Therefore, it is necessary to accelerate the promotion of ecological civilization pilot demonstration zones construction, select differentiated paths for ecological civilization construction according to local conditions, actively explore multidimensional approaches to ecological civilization construction, and further enhance the overall ecological environment quality of the whole society.

Bibliometric Analysis and Quantitative Evaluation on Scenic Byway Policies in China: Based on Policies from 1992 to 2023

With the construction and development of scenic byways increasingly strengthened in China, the formulation and enaction of scenic byway policies have been accelerated to regulate and guide the rapid development of scenic byways. The study uses the policy collection databases such as the magic weapon of Peking University, Non-Litigation, CNKI database of laws and regulations as policy search sources, and retrieves 284 scenic byways policies issued at the national level in China from 1992 to 2023. With the help of software and models such as CiteSpace, LDA and PMC, and methods like bibliometric method, policy text mining method, and policy evaluation method, it makes in-depth analysis and evaluation of the characteristics, topics and effectiveness of scenic byway policies from three dimensions: policy text measurement, policy topics mining, and policy evaluation. The study reveals the following findings: (1) Scenic byway policies in China have gone through four phases, including exploration period, the stable period, the growth period and the sophistication period, gradually realizing a shift from policy issuance by a single sector to joint issuance by multiple sectors. The types of policies are characterized by plurality, standardization and operability. (2) Scenic byway policies mainly focus on planning and construction, roadside facilities and quality, safety and service, technology and standards, and management and maintenance. The attention paid to technical standards, business management, market operation, conservation and maintenance, ecological protection and cultural features need to be further enhanced. (3) The overall acceptability of the scenic byway policies is high, but there are still problems such as insufficient policy attention to cultural field, roadside facilities and quality theme, insufficient policy incentives, relatively little involvement of policy functions such as technological innovations, and lack of variety in the use of policy tools, thereby restricting the role of scenic byway policies to a certain extent. Therefore, in the process of formulating and issuing policies on scenic byway, attention should be paid to the establishment of a policy synergy mechanism, the improvement of multi-dimensional and whole-process scenic byway policy content formulation, and the construction of a multi-dimensional scenic byway policy system.
