On the Situation and Path of Adhering to Theoretical Innovation of the Communist Party of China

Adhering to theoretical innovation is an important historical experience accumulated by the Chinese Communist Party over the past century. In the new era, the CPC’s adherence to and promotion of theoretical innovation are endowed with significant advantages and strategic opportunities, that is, theoretical characteristics of Marxism, the solid foundation for the Sinicization of Marxism, the urgent call for the great practice at home and abroad, and the overall favorable international environment. At the same time, it is also facing practical challenges like the turbulent international environment, the world’s scientific and technological and cultural progress, the arduous task of domestic reform and development, and the self-improvement of the Party. To promote theoretical innovation in the new era, we must follow the practical path of learning from the experience and lessons of theoretical innovation in the past century, carrying forward the theoretical trait of advancing with the times, and enhancing the practical ability of the whole Party in theoretical innovation.

These discussions have profoundly clarified the urgency of enhancing the competence of the Party members in the new era, elaborated on the content of the competence that should be enhanced by the Party members in the new era, and indicated the basic strategy for enhancing the competence of the Party members in the new era. On accelerating the Construction of China’s International Logistics Supply Chain System to Facilitate Dual Circulation of Domestic and International Markets

At present, the global logistics supply chain system has entered a new stage of remodeling. China’s economic and trade development has provided a powerful industry and market base for the construction of international logistics supply chain system. China faces both opportunities and challenges to accelerate the construction of international logistics supply chain system: The reshaping of global political landscape and trade rules makes the external development environment for the construction of international logistics supply chain system extremely complex; the construction of the international logistics supply chain system lags behind so that the dual circulation of domestic and international markets is facing the risk of weak links and broken chain. Therefore, to accelerate the construction of China’s international logistics supply chain system we should further improve the layout of international logistics channels with “the Belt and Road” as the core, build a hub economy for service industry cooperation and strengthen transportation capacity building, speed up the construction of service network and support China’s logistics enterprises to “Go Global”, strengthen the construction of informatization and standardization of the international logistics system, enhance international communication and cooperation, and actively participate in global traffic logistics management cooperation.

Research on Green Standard, Green Behavior and Green Performance of Chinese Logistics Enterprises

Logistics industry, while making great contributions to economic and social development, has caused problems such as energy and land consumption and large-scale discharge of “the three wastes” (waste gas; waste water; industrial residue). The implementation of green behavior by logistics enterprise can reduce environmental pollution and resource consumption. Is it due to the continuous improvement of green standards or the desire for green performance that logistics enterprises are implementing green behavior? What is the relationship among green standards, green behavior and green performance? Through empirical studies on 745 logistics enterprises, the results show the following findings: green standard plays a positive impact on promoting green behavior, and the role of market standard is greater than that of government standard; green standards have a positive impact on green performance and green behavior has a mediating effect between them. Institutional quality plays a positive moderating role between green standard and green behavior, and the moderating effect shows regional differences. Therefore, China should accelerate the construction of logistics standard supply mechanism by both government and market, strengthen the system design and execution of government, and promote the improvement of green performance effect of green standard.

Spatial Distribution of Large Agricultural Products Market in Beijing in the Context of Epidemic Prevention and Control: Based on Social Perception Technology

The wholesale market of agricultural products is an important link in the supply chain of agricultural products in large cities. With the outbreak of the COVID-19 in Xinfadi, a large wholesale market for agricultural products in Beijing in 2020, the contradiction between the hub type centralized operation mode of the central wholesale market and the COVID-19 prevention and control policy has become prominent. In the context of epidemic prevention normalization, ensuring people’s public health safety and food supply has set new requirements for the spatial layout and functional transformation of agricultural wholesale markets in cities. This paper, using the social perception technology, studies the spatial layout of the existing large-scale agricultural products market in Beijing and finds out that three problems exist in terms of spatial structure, supply-demand balance and business model. To effectively deal with the normalization of epidemic prevention and control and ensure the supply of agricultural products market, based on the quantitative analysis method of time accessibility, this paper analyzes the supporting role of the spatial layout of agricultural products market on the secondary and tertiary wholesale markets after decentralization, and puts forward strategies such as spatial layout optimization, regional supply-demand relationship cultivation and transaction mode informatization, which can provide a reference for the planning of large-scale agricultural products wholesale markets in Beijing.

Research on the Development Path of Rail Transit Energy based on Synergistic Energy

In the face of severe challenges brought about by global resource shortages, climate change and environmental pollution, pushing forward revolution in energy and transportation supply and promoting industrial transformation and upgrading and development are the important ways for all countries to meet the above challenges. Following the rail transit energy transformation and development path of coordinated energy supply of “network-source-storage-vehicle”, large-scale renewable energy generation and energy storage will be connected to the rail transit energy supply network; based on the natural endowments such as wind power and photovoltaic and other natural resources along the railway line and the friendly collaborative integration technology with the traction/non-traction power supply system, the energy management system of the multi-source collaborative energy supply scenario of rail transit is formed with low-carbon, self-consistent, efficient and flexible supply of rail transit energy, and two adaptation modes of independent operation and operation in conjunction with the existing power supply system. The flexible design can greatly reduce the electricity cost of the existing stock power supply system and the construction cost of future incremental systems, effectively use renewable energy, and provide technical support for the realization of the national “dual carbon” goal. In view of the strong randomness and strong volatility of new energy and traction load, a rail transit energy supply system architecture based on collaborative energy supply should be built through a fusion model of power grid, new energy, traction network, energy storage and train, to establish self-consistent and balanced rail transit multi-source energy supply planning system, and carry out key equipment research and development and energy management system development, to realize the rail transit energy transformation and development based on collaborative energy supply.

On the High-quality Development of China Railway Express from the Perspective of Intermediaries

Scholars represented by Spulber have made a series of theoretical innovations for economics in the field of market microstructure, namely the firm theory of intermediaries, which provides us a new perspective for understanding the economic logic behind the rapid growth of China Railway Express (CR Express). The analysis of this article shows that the intermediaries of CR Express not only play an important role in reducing transaction costs, but also build a new type of thing-information relationship driven by the development of information and network technology and has promoted the network economy. Nevertheless, the intermediaries of the CR Express still face some challenges in the development. First, the market positioning needs to be clarified to further develop its competitive edge. Second, the endogenous motivation needs to be enhanced to reduce the dependence on external resources. Third, the synergistic collaboration needs to be strengthened to open up win-win cooperation. To promote the high-quality development of CR Express, it is necessary to innovate on complete transportation products, perfect dynamic evaluation system of intermediaries and strengthen the coordination and cooperation mechanism.

Research on the Reform of Railway Price Mechanism from the Perspective of Network Transport Relationship Adjustment

Railway network transportation relationship refers to the relationship between ownership and operation rights of railway infrastructure network. It constitutes an important part in railway management system reform and determines whether the management system can adapt to the trend of market development. With the separation of enterprises from government management in the railway industry, the reform of the railway management system has achieved initial results and make it imperative to adjust the relationship between network and transportation. There are two alternative modes to adjust the transportation relationship of the national railway network: network transportation separation and regional company. As an important lever to regulate the supply and demand relationship, rationally allocate resources and participate in the competition in the transportation market, railway freight should be reformed by following the pace of the railway network transportation relationship adjustment. Under the two alternative modes of network transport relationship adjustment, the corresponding freight rate mechanism should be reformed in view of the problems in the current freight rate mechanism and based on the characteristics of restructuring of organization and way of the introduction of competition of different modes. Under the reform mode of separation of network and transport, the separation of network and transport should be carried out to distinguish monopoly links and competitive links in the railway industry, and conduct classified pricing and supervision. Under the reform mode of regional companies, the construction of modern enterprise system should be strengthened to expand the pricing power of transportation subjects, and establish flexible freight rate system and form according to the regional transportation market competition and regional economic development level.

A Comparative Study on the Coordinated Development of Beijing-Tianjin-Hebei Urban Agglomeration based on Gravity Model

Urban agglomerations are a symbol of maturity and the highest form of spatial organization for cities in a region that have reached a certain stage of development. In the new stage, urban agglomerations in the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area are developing rapidly and holding a prominent position in the national economic and social development layout. The intensity of economic flow reflects the degree of interrelation between cities and is one of the important quantitative indicators of the degree of synergy in urban agglomeration. This study, based on the formula of gravity and the latest city panel data of the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area, calculates the total intensity of economic flow and the three industrial economic flow intensity, and compares the variable factors affecting the economic flow intensity. It reveals that the urban agglomeration in Beijing-Tianjin-Hebei region is characterized by “dual core, both ends”, the Yangtze River Delta urban agglomeration presents “single core, multi-center and C-type belt”, while the Guangdong-Hong Kong-Macao Greater Bay Area urban agglomeration shows the morphological characteristics of “multi-center and networking”. Therefore, centering around the influence variables in the gravity model and drawing on the development experience of the Yangtze River Delta region and the Guangdong-Hong Kong-Macao Greater Bay Area urban agglomeration, this article puts forward the following suggestions: The coordinated development of the Beijing-Tianjin-Hebei urban agglomeration needs to form “multi-centered” spatial structure, further give play to the radiation role of the core city, promote quantitative and qualitative “GDP” development in Beijing-Tianjin-Hebei region urban agglomeration, further optimize regional industrial structure, promote the orderly “population” factor mobility in Beijing-Tianjin-Hebei region urban agglomeration, further deepening the reform of human resources, realize the “traffic” vertical and horizontal integration in Beijing-Tianjin-Hebei region urban agglomeration, further build network traffic system, so as to realize high quality, high level and comprehensive coordinated development of the Beijing-Tianjin-Hebei urban agglomeration, and provide new kinetic energy for building world-class urban agglomeration.

Review and Outlook of Research on Chinese Corporate Culture: Based on Papers Published During the 13th Five-Year Plan Period

Corporate culture is crucial to corporate management. The research on Chinese corporate culture, despite of its progress, is confronted with a decline of the number of publications, low level of quantitative research, and weak international influence. This study systematically inspects and comprehensively analyzes research papers published by Chinese scholars during the 13th Five-Year Plan period on corporate culture, and makes evaluation on the future development of Chinese corporate culture research from aspects of content, context, method and influence. This paper summarizes the key directions where future research may make breakthroughs, such as the construction of Chinese-style management theory, the implementation of corporate culture, the integration of corporate culture with ideological and political work, the construction of corporate culture in the digital context, and the directions of research method innovation, such as deepening the case and quantitative research, and focusing on the integration of multidisciplinary methods.

PPP Project Risk Management Framework for the Private Sector

In Public-Private Partnership (PPP) projects, the private sector may face many risks. In order to manage PPP project risk, a PPP project risk management framework for the private sector was developed through combining the implementation process of PPP project with the risk management process according to the principle of ISO31000 that risk management shall be integrated into organizational management processes. In this framework, the PPP project lifecycle is divided into six stages by taking interview survey results into account. It analyzes the risk management objectives of the private sector in each stage and determines the focus of risk management in each stage, and establishes six defense lines for project risk management in private sector, thereby providing valuable reference for PPP project risk management.

Total Factor Productivity, Industrial Agglomeration and Chinese Enterprises’ Cross-border Mergers and Acquisitions

The cross-border M&As by multinational firms in emerging markets have attracted wide attention and become a hot research issue in international business field. This paper takes China’s A-share listed companies in recent ten years as the research object, and uses the Heckman two-stage model to empirically test the impact of total factor productivity on the dual margin of corporate cross-border M&As, and explore the moderating role of industrial agglomeration in relationships between total factor productivity and corporate cross-border M&As’ dual margins. The results show that the advantage of total factor productivity can expand the dual margin of corporate cross-border M&As, and no “productivity paradox” phenomenon exists in cross-border M&As in Chinese companies. Industrial agglomeration can regulate the positive correlation between total factor productivity and the dual margin of cross-border M&As. Further testing finds that the rate of change in total factor productivity will expand the dual margin of corporate cross-border M&As. Among them, technological progress has played a major role, and the contribution of changes in technological efficiency is slightly insufficient. Therefore, to improve the effect of cross-border M&As, Chinese enterprises should make a comprehensive and prudent assessment of their factor productivity level before implementing cross-border M&As. Enterprises should make full use of agglomeration conditions to transform industrial agglomeration advantages into their core competitiveness. The government should formulate corresponding policies to further promote enterprises to improve the level of total factor productivity and facilitate cross-border M&As.

Evaluation of Science and Technology Innovation Platforms in Railway Field: Based on PCA-Grey Clustering Evaluation Model

To give better play to the supporting and leading role of science and technology innovation platforms in the railway industry, this study conducts research on evaluation of science and technology innovation platforms in the railway field. On the basis of comprehensive consideration of the concerns and demands of the approval agencies for innovation platform construction, industry management departments and relevant parties of the construction units, this paper sorted out and established the evaluation index system of science and technology innovation platforms in the railway industry. By analyzing the advantages and disadvantages of different evaluation methods, a PCA-Grey clustering comprehensive evaluation model is proposed, and evaluation on some innovation platforms have been verified through examples. The research shows that the established evaluation index system of science and technology innovation platforms in the railway field can effectively reflect the construction and operation status of the platform; the comprehensive evaluation model based on PCA-Grey clustering can carry out a comprehensive evaluation on science and technology innovation platforms in the railway field scientifically and reasonably; the actual evaluation of the platform can accurately identify advantages and disadvantages of the platform, and give a detailed account of the comparison and differences between the platforms.

Application of Smart Contract in Government Procurement Bidding: Path, Problem and Legal Response

The smart contract based on blockchain technology has the characteristics of decentralization, trustworthiness, no tampering, and verifiability. Its automatic execution breaks the traditional transaction mode and habit of the contract, and is considered the most promising application in blockchain technology. The application of smart contract in government procurement bidding can improve the quality of government procurement and promote the disclosure of government procurement information. However, at the same time, when traditional contract is transformed into smart contract, there are understanding obstacles caused by the conversion of legal language to technical language, difficulties in legal application of the relevant principles and rules of the contract law to the smart contract tendering and bidding, as well as information security problems caused by code defects and code loopholes. At present, the application scenario of smart contract in government procurement tendering and bidding is mainly realized through the triple paths of “value assignment”, “enabling” and “empowerment” of corresponding technologies in government procurement tendering and bidding. It needs to reshape the application of intelligent agreement on government procurement bidding rules in “soft law” mode, establish specific rules of contract law principles and rules for smart contract, perfect the flexible legal supervision mechanism for the security application of smart contracts, and establish multidimensional supervision on government procurement bidding information security embedded with block chain technology.
