The Information Sharing Incentive Mechanism of Industrial Internet Platform Under Digital Economy

Relying on strong scientific and technological innovation and rich manufacturing resources, the industrial Internet platform has built a core hub of information exchange in the industrial ecosystem. By connecting all factors of industrial production and rational allocation of resources, the platform promotes the efficient operation of the new supply chain under the digital economy. However, due to the existence of information disclosure risk, member enterprises show low willingness toward active participation in information sharing, resulting in the “free riding” phenomenon, and the role of industrial Internet platform will be greatly compromised. Therefore, this paper proposes an incentive strategy that combines information sharing subsidies and information value-added services to mobilize the enthusiasm of enterprises to participate in industrial Internet platform and information sharing. The effectiveness of the proposed incentive strategy is verified by the simulation method based on Agent model. On this basis, this paper analyzes the impact of various external environmental factors on the level of information sharing and social welfare, and provides suggestions for the dynamic adjustment of incentive strategy of industrial Internet platform.

The Influence of Business Environment on Enterprise Digital Transformation: Facts and Mechanisms

The construction of the business environment and promotion of digital transformation of enterprises are two major tasks that governments at all levels in China are striving to promote. Based on the survey data of “Ten Thousand Private Enterprises Evaluate Business Environment”, this paper systematically examines the impact of business environment construction on the digital transformation of enterprises and its internal mechanism. The research results show that the improvement of the urban business environment can not only increase the probability of digital transformation of enterprises, but also enhance the depth of digital transformation; the promotion of business environment construction on the digital transformation of enterprises shows a dumbbell shape characterized by “big at both ends and small in the middle” due to the scale of enterprises. Moreover, depending on different industries and the profitability of enterprises, the impact of business environment construction on the digital transformation of enterprises varies greatly, however, it does not change depending on the regions where enterprises are located. Mechanism analysis shows that the improvement of the business environment can drive the digital transformation of enterprises by promoting enterprise innovation, reducing enterprise costs and improving their confidence in profit prospects. This research provides empirical evidence for an in-depth understanding of the dynamic mechanism of digital transformation of Chinese enterprises and how the government can strengthen the construction of business environment to promote digital transformation of enterprises.

Adaptive Change of Digital Management from the Perspective of Management Model Transformation: A Case Study of ByteDance Company

Based on the cross-system digital transformation theory, this paper explores the process mechanism of adaptive change of digital management from the perspective of management mode transformation with the case study of ByteDance. The results show that ByteDance achieves its management mode transformation from Key Performance Indicator (KPI) to Objectives to Key Results (OKR) through the construction of innovative culture, the design of self-driven organization, and the application of technological coordinative platform. Therefore, this paper proposes a process model of adaptive change of digital management from the perspective of management mode transformation, that is, via innovative enterprise culture, self-driven organizational structure and coordinative technology platform, enterprises are propelled to transform from hierarchical management mode to grid management mode, and establish a management mode that adapts to the digital economy environment. This research provides contextual explanation on the process mechanism of the cross-system digital transformation, and offers practical implications for enterprises to establish a highly adaptable management mode to the rapidly changing market environment, user needs and employees within the enterprise.

Research on the Previous Sixth Plenary Sessions of the CPC Since the Reform and Opening-up

Since the reform and opening-up, the Communist Party of China has held a total of nine “Sixth Plenary Sessions”. Although the central themes are not the same, they show a consistent logic line, reflecting the CPC’s exploration of the goal of “China’s modernization” and socialism with Chinese characteristics. Standing in a new historical position, the Sixth Plenary Session of the 19th Central Committee summed up the Party’s history of century-long struggle in the form of “historical resolutions”, echoing the “historical resolutions” of the Sixth Plenary Session of the 11th Central Committee. It reflects the Party’s historical consciousness of continuous self-revolution while deepening reform, and points out the direction for the development of socialism with Chinese characteristics in the new era.

Xi Jinping’s view on people’s interests in the new era is formed on the basis of inheriting the theoretical essence of developing the Marxist thought on the interests of the people, continuing the mission of the CPC to seek the interests of the people, and analyzing the realistic situation of the people’s interests in the new era. As an important part of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, Xi Jinping’s view on people’s interests in the new era follows the evolution route of “what are people’s interests”, “how to view people’s interests” and “how to realize people’s interests” and constructs a three-dimensional logical framework with people’s interests as the core element. It contains rich connotations and essentials like development theme, value orientation, work approach, test gauge, realization route, international responsibility as well as profound value implications. It has added new content to the Marxist thought on the interests of the people, provided new guidelines for building a new community of the Party and the masses with a shared future, and provided new impetus for promoting the all-round development of human beings.

The CPC’s view on people runs through the entire periods of the Party’?s leadership of the revolution, construction and reform of China. Its development process deeply reflects the logic of unity between rule-obeying and goal-reaching nature. The centennial development of the CPC’s view on people deeply reflects not only the Party’s rule of governance, the law of socialist construction and the law of the development of human society, but also the ultimate goal of the CPC to serve the people wholeheartedly, the basic standpoint of respecting and safeguarding the principal position of the people, the people-centered development thought and the Party’s original aspiration and mission. In embarking on a new journey to build a modern socialist country in an all-round way, to comprehensively promote the Party’s construction, we need to correctly grasp the internal unity between rule-obeying and goal-reaching nature of the CPC’s view on people, and adhere to and develop the Party’s view on people in the new era.

With the rapid development of urban rail transit systems and acceleration of self-reliant progress in science and technology in China, a series of newly emerging technologies and key equipment, represented by CBTC and FAO, have achieved complete autonomy, some of which even reached the world advanced level. As a result, independent innovation of urban rail transit systems in China has entered a new development phase characterized by “running side by side with its competitors” or even “taking the lead in race” worldwide. To better promote the independent innovation and fulfill the overall strategic leading role in science and technology, we should conduct research on independent innovation model for urban rail transit that is applicable to China’?s national condition and conforms to the characteristics of new era from the three aspects of “innovation principle, innovation path and innovation method”, and then on the basis of grasping the essential characteristics and innovation law of urban rail transit, design the extraction method for user demand that is oriented to operational scenarios and technology selection method based on maturity model, and finally put forward the independent innovation development path with Chinese characteristics.

Inter-Regional Industrial Transfer, Spatial Correlation and Skill Structure of Employment

By constructing a theoretical model to explain the influence mechanism of inter-regional industrial transfer on skill structure of employment, building the spatial weight matrix from the perspective of inter-regional flows of capital and technology, using Provincial-level panel data (except Tibet) during 1997-2019 in China, this paper examines the effects of inter-regional industrial transfer and spatial correlation on skill structure of employment. The empirical analysis indicates that employment for high-skilled labor shows a significant negative spatial spillover effect nationwide. Inter-regional industrial transfer has positive effects on local employments for high-, medium- and low-skilled labor, and has a positive spillover effect on employment for low-skilled labor in neighboring regions. In terms of region, local employments for high-, medium- and low-skilled labor in both transfer-out and transfer-in regions show significant negative spatial spillover effect. Regional industrial transfer has positive effects on employments for high- and low-skilled labor in transfer-out region and on employments for medium-skilled labor in transfer-in region, but it shows no significant spatial spillover effect. After a further segmentation of the transfer region, it is found that the direct impact and spatial spillover effect of regional industrial transfer on the skill structure of employment in the central region are positive and significant; By contrast, the impact on the skill structure of employment in the western region needs to be further strengthened. To optimize both industrial structure and skill structure of employment, we should further expand the scale of inter-regional industrial transfer, strengthen top-level design and overall coordination, enhance workers’ ability in employment and job transfer, and increase investment in infrastructure and human capital accumulation.

Research on the Effect of Driving Restriction Policy on Residents’ Choice of Motor Vehicle Use

Using the survey data of Beijing and MNL model, this paper conducts an empirical analysis on the impact of travel restriction policy on residents’ choice of motor vehicle use from the aspect of travel choices, travel habits, and policy avoidance, and examines the reaction mechanism of residents to the restriction policy. The empirical study reveals the following findings: under the policy, residents’ travel choice results from the trade-off between implicit time value and travel habits; travel habits for motor vehicles and the number of vehicles that families own significantly affect residents’ travel choices from various levels; the restriction policy has significant heterogeneity effect on residents with different incomes.

Path Optimization of Low-carbon Multimodal
Transportation Under Dual Uncertainty

Aiming at demand and transportation time uncertainty in path optimization of low-carbon multi⁃modal transport,a hybrid robust stochastic optimization model is established considering transportation cost,transshipment cost,time cost,and carbon emission cost comprehensively. A genetic algorithm based on random sampling is designed and tested for validity. The low-carbon multimodal transportation
schemes and costs under different modes are compared and the impact of uncertain parameters are analyzed based on the case study. The results show the following findings:first,the uncertain mode will affect the decision-making of low-carbon multimodal transportation;second,robust optimization with demand un⁃certainty will increase the total cost of low carbon multimodal transportation;third,the impact of time un⁃certainty on the total cost fluctuates with no obvious rules. Therefore,by comprehensively weighing the impact of uncertainty,selecting the appropriate maximum regret value,paying close attention to and strengthening time constraints,etc. ,multimodal transportation carriers can improve their adaptability to complex market situations,reduce costs to improve operational efficiency and promote high-quality devel⁃opment of transportation services.

The Spatial and Temporal Difference of Logistics Industry Efficiency in Logistics Hub Cities and Its Convergence

This paper uses SBM-DEA model to calculate the efficiency values of the logistics industry in 60 logistics hub cities within 10 years, and analyzes the convergence of efficiency in the eastern, central and western regions. The results show that the annual average efficiency value of eastern hub cities is the highest, and among them the efficiency values of Guangzhou, Shenzhen and Zhoushan stay at 1 during the whole period. The efficiency of logistics industry in central hub cities has risen rapidly and surpassed that of eastern cities in 2019 by a narrow margin, and among them Wuhu, Nanyang, Anyang and Yueyang have shown strong momentum. The efficiency value of the logistics industry in the western hub cities is relatively low, making them the bottleneck that restrict the improvement of logistics efficiency of hub cities all over the nation. The logistics industry efficiency in all of the central and eastern hub cities show prominent catch-up effect and are generally high, but the logistics efficiency of hub cities in the western region tends to stabilize gradually at their own different area, and shows no catch-up effect, making it impossible for hub cities in western region to narrow the gap with central and eastern hub cities. In order to improve the efficiency of logistics industry in hub cities, we should face up to the short-term inefficiency due to the fact that logistics has not effectively fulfilled its vanguard role, improve the logistics network system with hub as the key nodes, break the boundary restrictions of hub cities by using the backbone circulation channels, and drive and lead logistics needs by organizing goods sources and transporting goods in western hub cities. The role of the national logistics hub in promoting the efficiency of the logistics industry of the host city has not yet been fully shown, so we should continue to pay attention to the impact of the hub construction policies on urban logistics.

Basic Ways of Constructing the Implementation System of the Socialist Rule of Law with Chinese Characteristics

The life of law lies in the implementation, so does the authority of law. The formation of the socialist legal system with Chinese characteristics signify that the construction of an efficient implementation system of the rule of law has become a significant and urgent task in comprehensively advancing the law-based governance of China. To construct an efficient legal implementation system requires comprehensively implementing constitution and strengthening the foundation of the rule of law; accelerating the construction of governance system on the basis of the rule of law and grasping the key to the implementation of the rule of law; continuing to deepen the reform of the supervision system and providing guarantee for the implementation of the rule of law; building a fair, efficient and authoritative socialist judicial system with Chinese characteristics and demonstrating the advantage of the rule of law; and further promoting the observance of law by all and consolidating the social foundation for implementing the rule of law. The construction of the socialist implementation system of rule of law with Chinese characteristics is an arduous and complex system project, which requires not only the structure optimization between its internal components, but reinforcement of the mutual support between itself and the subsystems of the rule of law system so as to jointly play a role of positive interaction.

Research Review on Public Governance Reform Driven by Big Data: Bibliometric Analysis Based on 2013-2020 CSSCI and Chinese Core Journal Sources

With the advancement of technology and development of society, “public governance reform driven by big data” has become a hot topic for public management scholars. Since 2013, the first year of big data recognized by the academia, the domestic academia has exported a large amount of research on “public governance reform driven by big data”. Now it is time for a scientific evaluation and review to respond to new demands on theoretical research by the practice of “public governance reform driven by big data”. Using CiteSpace visual analysis software, we conduct a quantitative analysis on literature concerning “public governance reform driven by big data” in the 2013-2020 China Academic Journals Network Publishing Library (CNKI) CSSCI journals and the Chinese Core Journal Sources, and find that hotspots in this research field mainly focus on governance paradigms, technological rationality, value rationality; in terms of the main thread of research, while the research enthusiasm for related topics such as “e-government, cloud computing, and government networks” is decreasing, the enthusiasm for such topics as “path, targeted poverty alleviation, and open government data is increasing”. We also find that research on “big data-driven-public governance reform” as a whole shows the characteristics of returning to humanism in research theme, pursuing pragmatism in research content, and moving towards the “fourth paradigm” in research methods. In the future, the research on “big data-driven-public governance reform” will focus more on technology in research content and pay more attention to social reality in research theme.
