“十五五”时期是我国基本实现社会主义现代化的关键时期。在这一进程中，交通运输承担着先行引领和战略支撑的重要使命，必须按照党的二十大报告要求，优化交通基础设施布局、结构、功能和系统集成，构建现代化交通基础设施体系，为实现经济社会现代化提供必要的物质条件和运行基础。经过多年发展，我国已建成全球领先的超大规模交通基础设施网络，但在可达能力、均衡发展、网络效益、协同水平等方面依然存在诸多短板。面对“十五五”时期深刻复杂变化的内外部环境，交通基础设施发展要准确把握阶段性特征，锚定交通强国建设目标，紧紧围绕引领和支撑基本实现社会主义现代化的总体要求，明确发展思路，转变发展方式，更加注重全局统筹，协调存量优化和增量扩张，优化要素资源配置。主要任务是：支撑构建新发展格局，完善交通基础设施布局；完整准确全面贯彻新发展理念，优化交通基础设施结构；围绕高质量发展主题，提升交通基础设施功能；统筹质的有效提升和量的合理增长，加强交通基础设施系统集成；激活改革创新根本动力，创新交通基础设施要素配置。

The 15th Five-Year Plan period is crucial for China to basically achieve socialist modernization， during which transportation undertakes the important mission of pioneering guidance and strategic support. Therefore， we must optimize the layout， structure， function and system integration of transportation infrastructure and build a modern transportation infrastructure system to provide the necessary material conditions and operational foundation for realizing economic and social modernization in accordance with the clear requirements specified in the Report to the 20th National Congress of the Communist Party of China. While China has built a world-leading， ultra-large-scale transportation infrastructure network after years of development， many shortcomings still exist in terms of accessibility， balanced development， network efficiency and coordination. Faced with the profound and complex changes in both domestic and external environments during the 15th Five-Year Plan period， the development of transportation infrastructure should accurately grasp its phased characteristics， anchor the goal of building a strong transportation country， and closely follow the overall requirements of guiding and supporting the basic realization of socialist modernization. It is imperative to clarify development approaches， transform the development model， pay greater attention to overall coordination， balance stock optimization and incremental expansion， actively adapt to the development trends of the times， and optimize the allocation of factors and resources. The main tasks are as follows： improving the layout of transportation infrastructure to support and accelerate the construction of a new development pattern； continuously optimizing the structure of transportation infrastructure guided by the full， accurate and comprehensive implementation of the new development philosophy； focusing on the theme of high-quality development to comprehensively improve the functions of transportation infrastructure； and coordinating the effective improvement of quality and the reasonable growth of quantity to strengthen the system integration and overall efficiency of transportation infrastructure.
