宣传话语是中国共产党表达政治立场、价值观念与策略主张的符号化载体，随着历史语境变迁及宣传目标与任务的变化，党的宣传话语需要相应进行内容拓新与形式优化。以历次全国宣传工作会议为考察对象可以发现，新中国成立以来，中国共产党的宣传话语变迁历经了以“政治动员”话语、“思想解放”话语和“文化自信”话语为突出特征的三个阶段，在此期间党的宣传话语在功能、内容、表达策略等方面得到不断调适和优化，而这种话语符号与表达形式迭代演进的深层逻辑，则是党的宣传话语在理论根基、价值导向与实践指向的深度调适。这昭示我们在新时代党的宣传话语创新实践中，必须坚持党性与人民性相统一的根本立场，持续激活守正创新的核心动力，围绕大局和党的中心工作，深化内容建设，创新表达方式，以保持宣传话语的活力和效力。

As the symbolic carrier through which the Communist Party of China （CPC） articulates its political stance， values and strategic propositions， the Party’s publicity discourse must be continuously expanded in content and optimized in form in response to changes in historical context as well as shifts in its publicity goals and tasks. Taking the successive National Publicity Work Conferences as the research focus， this study reveals that the evolution of the CPC’s publicity discourse since the founding of the People’s Republic of China has undergone three distinctive stages， characterized respectively by “political mobilization” discourse， “ideological emancipation” discourse， and “cultural confidence” discourse. During this period， the Party’s publicity discourse has been constantly adjusted and improved in terms of its functions， content and expressive strategies. The underlying logic behind such iterative evolution of discursive symbols and expressive forms lies in the profound adaptation of the Party’s publicity discourse in its theoretical foundation， value orientation and practical direction. This suggests that in the innovative practice of the Party’s publicity discourse in the new era， it is essential to uphold the fundamental stance of the dialectical unity of the Party spirit and the people’s nature， continuously activate the core driving force of upholding fundamental principles while pursuing innovation， focus on the overall situation and the Party’s central work， deepen content development and innovate ways of expression so as to maintain the vitality and effectiveness of publicity discourse.
