On the CPC’s Political Leadership Capacity from the Perspective of State Governance Modernization

To give full play to the CPC’s political leadership from the perspective of state governance modernization, it is necessary to dialectically examine the time and position in which the overall goal of state governance modernization is to be achieved; to use political understanding to correctly understand and grasp the direction, position and principles that must be adhered to in order to realize the primary task of state governance modernization; and to use political capacity to deliver to promote the full transformation of the greatest institutional advantage of the CPC’s leadership into the efficacy of state governance.

Exploration of the Path of Red Culture Integrating into the Ideological and Political Education of Graduate Students in Colleges and Universities

Red culture is an advanced culture with Chinese characteristics formed under the guidance of Marxism by the CPC through uniting and leading the masses in long term revolution, construction and reform, and is a valuable spiritual wealth. In the new era, the in-depth promotion of red culture integration into the ideological and political education of postgraduates is an important initiative for colleges and universities to adapt to the demands of the times, to deeply implement the fundamental task of establishing moral education, and to cultivate top-notch innovative talents. The current postgraduate red culture education in colleges and universities has begun to see results, but there are also problems such as relatively conventional classroom teaching method and weak practical education, relatively limited effectiveness of the network publicity utilization, and insufficient guarantee for talent cultivation. Therefore, colleges and universities should make comprehensive efforts from the “four-dimension” of classroom teaching, practical experience, network publicity and talent cultivation guarantee, and further improve the appeal of classroom teaching by sharing stories of red education by good communications; further strengthen the attraction of practical teaching activities by ingenious use of red education occasion and field, optimize the spread of red education to further enhance the penetration of network publicity, and refine the red education chain to further strengthen the support of talent cultivation.

Development of Arctic Shipping Route in the Belt and Road: Driving Forces, Trends and China’s Response Strategies

With global warming optimizing the development conditions of the Arctic shipping route, and against the backdrop of increased uncertainty in global trade due to the turbulence of the international situation, China and Russia are jointly building the “Polar Silk Road” and developing a new international shipping channel with the Arctic shipping route, which will be a new path for China to break the economic blockade. At present, the Arctic shipping route has begun to take shape in terms of ports, ships, cargo transport, shipping system, etc. China and Russia have laid a solid foundation for international transport cooperation in the Arctic shipping route. While China is encountering significant opportunities to open up a new channel for foreign economic and trade exchanges, it also faces multiple challenges such as downturn in the international shipping market, large fluctuation in the cost of Arctic shipping route voyage, poor investment environment in the Russian Arctic region, urgent ecological environment protection in the Arctic, and inadequate Arctic governance system. Therefore, China should actively participate in the construction of Arctic shipping route infrastructure, establish a targeted investment risk management system, participate in Arctic ecological and environmental management projects, and promote the establishment of a sounder Arctic governance mechanism, with a view to improving quality and efficiency of Arctic development and strengthening China’s role in the Arctic development process.

Construction of Infrastructure Multiplicity and Coordinated Development of China’s Regional Economy

Infrastructure construction is an important means to build regional economic layout and territorial space system with complementary advantages and high-quality development so as to promote coordinated regional development. As China enters a new stage of building a socialist modern country in all aspects, the strategy of promoting coordinated development of regional economy through infrastructure faces new practical challenges, requiring further clarification of the connotation of infrastructure and its development laws. On the basis of distinguishing the policy, capital, and industrial attributes of infrastructure, this article analyzes from the national, regional, and local scales and shows that infrastructure construction has differentiated effects on coordinated development of regional economy and the shaping of spatial development patterns. In particular, the accumulation and rise of invisible capital cultivated by infrastructure have led to the divergence of regional development paths and the gap in regional development capabilities. Therefore, to promote the coordinated development of the regional economy through infrastructure, it is necessary to innovate regional cooperation modes through the construction of new infrastructure, to narrow the gap in development capabilities between regions through the cultivation of invisible capital, and to coordinate spatial development momentum through multi-dimensional policy coordination.

Public Data Openness and Urban-Rural Residents’ Income Growth: Evidence from the Government Data Open Platform

The coordinated realization of “sustained and stable economic growth” and “urban-rural harmonious development” constitutes a pivotal element in achieving common prosperity and aligns with the policy objectives of the Chinese government. This paper leverages a quasi-natural experiment involving the implementation of public data platforms by local governments in Chinese prefecture-level cities to assess the positive impact of public data openness on urban-rural residents’ income. The findings indicate that government public data openness significantly boosts the disposable income and income growth levels of both urban and rural residents, exerting a more pronounced effect on the income growth rate of rural residents. Mechanism analysis reveals that public data openness facilitates urban-rural income growth by enhancing the flow of trade goods factors and expediting the transformation of employment structures. Heterogeneity analysis further demonstrates that public data openness exerts a more significant effect on the income growth rate of urban and rural areas in the central and western regions. Moreover, while data openness markedly improves income growth rates in both southern and northern regions, it solely enhances coordinated income growth between urban and rural areas in the southern region. Thus, local governments should fully realize the substantial economic value of public data openness, and improve the convenience, efficiency, and legality of public data resource utilization so as to ensure that all the residents can benefit from the advantages of the digital economy; they should thoroughly explore the digital opportunities and dividends by public data openness to the advancement of the central and western regions of China, thereby fostering the seamless flow of production factors, promoting employment transformation for urban and rural residents, invigorating entrepreneurial activities, and driving income increase of urban and rural residents; they should accurately grasp the differential effects of public data openness in the southern and northern regions and promote a diversified supply of public data; and they should actively unlock the social welfare value of public data, thus foster the income growth and coordinated income growth between urban and rural residents.

On the Influence Effect of Green Technology Innovation on Economic Resilience in Beijing-Tianjin-Hebei Region

In response to industrial transformation and green development goals, green technology innovation has become the main direction of economic transformation. According to the industrial transformation and restructuring and ecological goals of the Beijing-Tianjin-Hebei region, the development of green technologies and the cultivation of green industries can effectively promote and stabilize economic growth and improve economic resilience. From the perspective of the value attribute of green technology innovation, this paper studies the function form, influence mechanism and influence effect of green technology innovation on economic resilience. The results show that from 2012 to 2022, the number of green technology innovation patents authorized in the Beijing-Tianjin-Hebei region continues to rise, but its proportion in the whole country decreases significantly; The overall spatial distribution of green technology innovation patent grants shows a significant “center-periphery” structure with Beijing as the core and Tianjin as the second. The economic resilience of the Beijing-Tianjin-Hebei region is generally weak, with Beijing showing the best ability to resist risks. According to the empirical results, green technology innovation has a significant impact on economic resilience and shows a U-shaped characteristic. Consumption plays a negative moderating effect on the impact of green technology innovation on regional economic resilience. In the initial stage of green technology innovation, the expansion of consumption of new green technology products will reduce the negative inhibiting effect of green technology innovation on the improvement of economic resilience. With the large-scale application of green technology innovation, green technology products consumption will weaken the positive promoting effect of green technology innovation on economic resilience. It is suggested to enhance the economic resilience of the Beijing-Tianjin-Hebei region from the aspects of building a regional innovation ecosystem with green innovation as the frontier, accelerating the development of regional green industry, accelerating green production, and optimizing green consumption structure in a reasonable manner.

The Impact of Platform Economic Development on China’s Labor Market Segmentation: A Multidimensional Measure and Impact Decomposition

Labor market segmentation has become a major factor constraining the increase in residents’ incomes in China. The emergence of the platform economy provides new ideas and schemes for breaking labor market segmentation and achieving common prosperity. So, has the platform economy effectively solved the segmentation of the labor market in China? By measuring the platform economy index and labor market segmentation, and comprehensively analyzing the impact of the platform economy on labor market segmentation, the study shows the following results: First, the platform economy has heterogeneous effects on different types of labor market segmentation. It has intensified segmentation between sectors, but alleviated urban-rural labor market segmentation, and has no significant impact on the segmentation between the institutional and non-institutional labor markets; Second, different dimensions of platform economy, such as platform infrastructure, platform transactions and platform commodities, also have heterogeneous effects on the segmentation of different types of labor market. Therefore, it is necessary to strengthen the construction of rural digital infrastructure and digital transactions, improve the regulatory mechanisms for the use of digital platforms, promote the construction of platform for goods, and further release the mitigating effects of the platform economy on labor market segmentation.

Analysis of the Industrial Positioning of China’s Logistics Industry in the National Economy

This paper utilizes national input-output table data and employs the input-output method to construct an industrial positioning evaluation index system that includes eight indicators: the number of pulling industries, the number of pushing industries, the degree of industry-economy correlation, pulling capability, pushing capability, position in the industrial chain, economic contribution, and employment contribution. It proposes a correlation coefficient for determining the interaction intensity between the logistics industry and other sectors, clarifying the industrial positioning of the logistics sector within the national economy. The study shows that the logistics industry is the foundational industry, with its main costs stemming from the financial sector and the fuel processing industry, primarily serving the construction and chemical manufacturing industries. The paper suggests that in formulating logistics development plans, it is necessary to strengthen the forward pushing capability of the logistics industry and reduce the role of its backward pulling effect; when introducing logistics development policies, focus should be placed on promoting cost reduction and efficiency enhancement in main cost sources.

On Pricing Strategy of Private Label Supply Chain Considering Service Level under Fairness Concern

This study focuses on the private label supply chain system and constructs a manufacturer-led Stackelberg pricing game model, with consideration of the influence of retailer’s service levels. Three possible structures between manufacturer and retailer in the supply chain, i.e., manufacturer and retailer are fair-neutral, manufacturer is fair-concerned, and retailer is fair-concerned, are considered. The results shows that the manufacturer’s fair concern behavior leads to the increase of the pricing of the reputable brand products by the manufacturer and the retailer, and decrease of the overall profit of the supply chain; the retailer’s fair concern behavior leads to the reduction of the wholesale price of the products by the manufacturer, while the retailer still sets the pricing strategy based on the situation in the market, which shifts the profit of the manufacturer to the retailer; The improvement of the retailer’s service level is conducive to the development of a high-pricing strategy, but only conditionally brings about an increase in profits. Therefore, manufacturers should pay attention to the competitive situation in the private label supply chain and retailers should focus on the perceived value of private label. Furthermore, they should reasonably distribute profits through the strategy of dislocation and differentiation to realize the stable development of the private label supply chain.

The Growth Mechanism of Private Brands of E-commerce Platform Enterprises Under the Empowerment of Big Data Cooperation Assets: Case Studies of Xiaomi Youpin and NetEase Yanxuan

Using grounded theory approach and taking Xiaomi Youpin and NetEase Yanxuan, two e-commerce platform companies, as research objects, this paper carries out “analytical induction” and explores the growth mechanism of private brands of e-commerce platform companies by introducing big data cooperation asset theory. The study reveals the following findings: first, the driving force for the growth of private brands of e-commerce platform companies lies in the technological empowerment and market empowerment of big data cooperation assets; second, with the help of big data cooperation assets, e-commerce platform companies can drive the growth of their private brands through the logical empowerment of “brand community value co-creation—dynamic identification of innovation opportunities—dual improvisational innovation”, thus gains product innovation, channel innovation and value innovation; third, the growth of private brands of e-commerce platform companies can choose the path paradigm of either “quality” as the core or “selection” as the core. Therefore, e-commerce platform companies should fully stimulate the empowerment and driving role of big data cooperation assets in building their private brands, and choose an appropriate growth path for their private brands based on the characteristics of their own empowerment methods and growth mechanisms.

Assessment on Bankability of PPP Projects Based on LDSCR-at-Risk

Based on analysing the applicability of the debt service coverage ratios (DSCR) and the characteristics of Public-Private Partnership (PPP) projects, this paper argues that DSCR is not applicable for evaluating the bankability of PPP projects. In order to evaluate the bankability of medium- or long-term debts, the “Levelized Debt Service Coverage Ratio” (LDSCR) was proposed, which was defined as the ratio of the present value of the funds available for principal and interest repayment in each year during the loan repayment period to the debt. Furthermore, “Levelized Debt Service Coverage Ratio under Risk” (LDSCR at Risk) was proposed, that is, the levelized debt service coverage ratio under a given confidence level. By using Monte Carlo simulation, it was demonstrated that LDSCR-at-Risk can evaluate the bankability of PPP projects, and can be applied to evaluate the bankability of PPP projects with risks while avoiding the determination of minimum LDBSR, thereby promoting the development of PPP project financing.

On the Operation Mechanism of Patent Navigation for Universities from the Perspective of Organizational Structure Theory: A Multi-case Study

Taking Mintzberg’s organizational structure theory as analysis framework, this paper examines the structural elements and operating mechanisms of patent navigation for universities in four case universities. The study found that the patent navigation of all the case universities was currently driven by the strategic high-level management and provided the operation core service through the middle line based on the existing intellectual property management system with the cooperation and support of the technical structure and supporting structure. Additionally, the case universities presented heterogeneity in the strategic high-level management, in specific, the intellectual property leadership team of different universities selected different department heads to join in, such as the head of the audit department, the graduate school, and the president’s office, which reflected different tendencies in intellectual property management decisions. The intellectual property management operations of the case universities were heterogeneous in terms of technical structure, which can be summarized into three types: operation-oriented, management-operation collaborative, and management-operation integrated. The paper suggests that in order to explore a path for patent navigation that adapts to the development of each university, university administrators should increase their emphasis on patent navigation and designate a project coordinator dedicated to coordinate patent navigation projects to ensure the balance among numerous administrators in the matrix structure; meanwhile, scientific researchers should change their inherent cognition, fully and deeply understand patent navigation, and effectively integrate it into scientific research.

A Hypothetical Analysis of the Evolution of the River-lake Relationship between the Yellow River and Ancient Hetao Lake: The Enlightenment to the Ecological Governance of the Inner Mongolia Section of the Yellow River

In the process of flowing through the Hetao Basin, the Yellow River once formed four ancient lakes: Jilantai Lake, Ulanbuhe Lake, Bayannur Lake and Huhe-Baotou Lake. In the period of high lake level, the four lakes formed a unified “Ancient Hetao Lake”, after that the four lakes separated and developed their own river-lake relationship respectively. This paper fully studies the previous achievements and establishes an overall hypothesis explanation framework to reconstruct as far as possible the evolution process of the river-lake relationship in Inner Mongolia section, which is unified in historical and logical order, and provides reference for the governance of related ecosystems. The study shows the following findings: The construction of the main river channel was the process and result of the proactive lake filling, dike building, trough building and “getting rid of lake” by Yellow River; Alluvial fans were the main mode of lake filling for the Yellow River, and the bulges near the apex of alluvial fans were the main cause for lake entrance silting and moving and the final formation of the natural dike of the Yellow River; The two control points, Bayanmuren and Dengkou, play key roles in forming the main channel of the Yellow River on the Ordos side; During the period of high lake level, the Western Flow of the Yellow River from the lake mouth of Bayanmuren into the Jilantai-Ulanbuhe Lake, with the river water from the north to the lake together, contributed to the growth of the ancient Herimusini sand spit and its extension sand ridge, and once separated the two latter lakes during the period of low lake level. In view of the understanding of the historical past of Yellow River, we should, based on the concept of efficient and integrated use of limited water resources where possible, build a sustainable Yellow River ecosystem in Inner Mongolia by combining disaster mitigation with the moderate reconstruction of lakes and oases along the river.
