The Macroscopic Thoughts and Struggle Course of the Communist Party of China in Promoting China’s Modernization

Over the past 100 years, the CPC has worked tirelessly for China’s modernization and national rejuvenation. In the period of democratic revolution, the Party established the idea of “two steps”. The first step is to carry out a democratic revolution to fight for national independence and the liberation of the people. The second step is to carry out the socialist revolution so as to establish the basic socialist system, and then carry out the socialist modernization. Since the Reform and Opening up, especially in the face of severe twists and turns in world socialism and the “political turbulence” in China, the Party has firmly grasped the general direction of modernization. It neither followed the rigid traditional socialist model, nor was it turning to capitalism, but chose a “new path” with Chinese characteristics. In the new era of socialism with Chinese characteristics, the Party sums up its historical experience over the last century, puts forward the proposition of “Chinese path to modernization”, and identified a new “two-step” strategy for China’s modernization, thus pushing the great rejuvenation of the Chinese nation into an irreversible historical process.

Review and Prospect of Research on Common Prosperity for the New Era

Since the 18th National Congress of the Communist Party of China, with the transformation of the main social contradictions in China, how to promote common prosperity for the new era has become an important and urgent issue to be solved. With regard to it, academic circles have conducted comprehensive and in-depth research on its scientific connotation, formation logic, practical challenges, realization routes and measurement methods, and achieved fruitful results. However, there are still limitations such as lack of targeted research in key areas, lack of diversity in research methods, incomprehensive research content, and urgent need for interdisciplinary research. In the future, research in key areas, quantitative measurement, inner life, and multidisciplinary studies should be strengthened to promote the in-depth development of related research on common prosperity.

Since the establishment of Xi Jinping Thought on the Rule of Law, the academic and theoretical circles have continuously promoted the research on it, and have achieved many high-quality research results. They have conducted extensive and in-depth research mainly around the background and foundation of the formation, theoretical system, basic characteristics, and value implications of Xi Jinping Thought on the Rule of Law, and have formed a series of important research results, which have great significance and value for learning, promoting, and implementing Xi Jinping Thought on the Rule of Law, as well as building socialist modernization in an all-round way on the track of the rule of law. Nevertheless, there are still some limitations. In the future, text research should be strengthened, highlighting systematic and relevance research, enhancing the academic depth of theoretical research, and promoting practical application research.

An Analysis of Young Marx’s Four-fold Critical Thoughts from the
Economic and Philosophic Manuscripts of 1844

This paper reveals the four-fold critical thoughts of young Marx in the
Economic and Philosophic Manuscripts of 1844
to present the multiple dimensions of its early theoretical connotation. Capital-society criticism is the beginning and foundation of Marx’s philosophical theoretical system; labor-life criticism is based on the phenomenon of labor alienation and establishes the critical contexts of “the theory of existence” for its theoretical system; focusing on the integration and interaction between technology and capital, the technology-industrial criticism reveals the full development of the relationship between human society and life, and it constitutes a key link in the ideological system of young Marx; nature-ecological criticism dialectically reveals the root of the contradiction between society and nature, and expounds the future prospect of the harmonious unity of human and nature. This four-fold criticism highlights the practical characteristics and profound problem consciousness of Marx’s philosophy. Through the criticism of the actual living conditions of human kind and the expectation of the future state of liberation, it highlights the humanistic care and dogma of value theory of Marx’s philosophy.

Viewing the Development of Transport and Information Capabilities from an Evolutionary Perspective

Transportation and information capabilities are the basic functions for human beings to improve their physical-information relations and structures under the corresponding spatial and temporal scale and constraints, and achieve benefits and avoid harm in terms of distance accessibility in different stages of evolution and development. Human beings are products of nature. The highly developed transportation and information capabilities of human beings are in fact only an extension of the physical movement and information processing accessibility instincts formed in the early life evolution. The progress of human transport displacement and communication in the early stage mainly come under the category of biological evolution, but bipedal walking and superb information capabilities enable them to stand out among all creatures; with the role of writing and cognitive experience greatly strengthened in agrarian and pastoral societies, humans increasingly domesticated animal power, improved the functions of vehicles and ships, and built infrastructure; while transport and information capabilities since the Industrial Revolution have relied more on fossil energy, science and technology, and organization level. The advances in transportation and communication, which have benefited greatly from the technological revolution, should not go against the basic instincts that humans have developed during the biological evolutionary stage, meanwhile, we still need to respect all the laws of nature that are known and yet to be known, and avoid mistakes because of ignorance at this critical moment when we are facing another major phase transition. The study of human history, especially the “prehistoric history” of civilization, from the perspective of evolution, provides a new perspective.

The Internal Mechanism of Innovation and Division of Labor to Promote Economic Growth —— comments on the division models of Romer and Yang Xiaokai

The economics literature typically examines the roles of innovation and division of labor in economic growth separately, but there is a close logical connection between innovation and division of labor (Young’s progressive division of labor among industries in particular). Based on the analysis of the logical connection between Schumpeter’s innovation and Young’s division of labor among industries, this paper shows that Romer vaguely links innovation and division of labor based on Young’s thought in his endogenous growth model to explain increasing returns. Romer’s model decomposes capital into a series of producer durables, therefore, the microeconomic mechanism for economic growth can be explained by the progressive division of labor among industries caused by new product innovation. Yang Xiaokai paid more attention to explaining economic growth by mathematizing Smith’s concept of division of labor, but failed to fully understand the important role of innovation and progressive division of labor among industries for increasing returns. Both models face the predicament of using mathematical models to explain the complex economic mechanisms, and are unable to thoroughly reveal the internal mechanism of innovation and division of labor in promoting economic growth, whereas the newly developed new evolutionary economics can give a better explanation.

Achievements, Evolution Logic and Basic Experiences of a Centenary-old Traffic and Transportation Development in China

Traffic and transportation is the cornerstone for economic and social development, and constitutes an important part of the revolution, national construction and reform led by the Communist Party of China since its founding a century ago. Linking the history of traffic and transportation with the history of the CPC can panoramically demonstrate the historical achievements and evolution logic of traffic and transportation development in China in four important historical periods, namely the new democratic revolution, socialist revolution and construction, reform and opening up and socialist modernization, and the first decade of the new era of socialism with Chinese characteristics. It also can systematically summarize the historical experience of the CPC in leading the development of traffic and transportation, from a backward state to surpassing others, from a traditional country to a modern country, and from a country with large-scale transportation network to one with strong transportation network. Taking the well-being of Chinese People and rejuvenation of Chinese nation as the logical starting point, the traffic and transportation in China has always adhered to the unified leadership and correct guidance of the CPC, to the vision of people-centered development, to the principle of pooling resources to accomplish major undertakings, and to the economic development law that transport should come first. It emphasizes the emancipation of the mind, opening up and reform and innovation, focuses on overall planning and coordination and strengthens the guiding role of planning and precise layout. These experiences are important reasons why the development of traffic and transportation in China have made great achievements in a short period of time, and laid a solid foundation for the transportation to be a pioneer in Chinese path to modernization in the new era.

A Rational Anaylsis of the Dissemination of Urban Traffic Aesthetic Culture

As an important part of urban culture system, urban traffic aesthetic culture has not only the attributes and values of general aesthetic culture, but its own unique characteristics and functions. Against the background of people’s new demand for urban production and life quality, we should not only pay more attention to the safety, convenience and efficiency of urban traffic, but also attach great importance to the aesthetic and cultural function of urban traffic. Therefore, on the basis of deeply understanding the rich connotation of urban traffic aesthetic culture dissemination and its key representation, grasping its formation mechanism and technical method, and constructing its landscape with connotation, taste and distinctive features is not only the inevitable choice to construct a new system of urban culture dissemination, but also an effective strategy to avoid the model of constructing faceless buildings and cities.

Research on the Influencing Factors of Poverty Reduction Efficiency of Logistics in Underdeveloped Regions of China

The improvement of logistics poverty reduction efficiency is the practical demand for the development of logistics industry under the rural revitalization strategy. Based on the panel data of 19 underdeveloped provinces in China from 2013 to 2020, this paper determined the evaluation index of logistics poverty reduction efficiency through improved principal component analysis method, and used the super-efficiency SBM model to evaluate the poverty reduction efficiency and classify the samples. Then, a spatial-temporal geographic weighted model was constructed to obtain the external influencing factors of logistics poverty reduction efficiency. The results show that the underdeveloped provinces exhibit significant differences in the decomposition of logistics poverty reduction efficiency, and can be divided into four types: growth type, potential type, insufficient demand type and limited capacity type. Growth-type underdeveloped provinces are strongly affected by human capital, information openness, while potential-type underdeveloped provinces by logistics scale, regional policy, and information openness; as for insufficient demand type and limited capacity type underdeveloped provinces, besides the scale of logistics and logistics technology, they are greatly influenced by regional policy and information openness respectively. Therefore, different development strategies are proposed based on the characteristics of different types of underdeveloped provinces. In specific, growth-type underdeveloped provinces should actively promote the combination of education and logistics; Potential type underdeveloped provinces should pay more attention to the influence of logistics investment scale. Underdeveloped provinces with insufficient demand need to face up to the low efficiency of short-term logistics poverty reduction caused by the lack of effective embodiment of logistics leadership; Underdeveloped provinces with limited capacity should promote the construction of modern logistics network system and play a leading role in logistics information exchange, logistics technology communication and logistics economic cooperation.

The Rise and Development of Logistics Finance Industry in Modern China: A Research on Documentary Railway Billing Business

Documentary Railway Billing Business is the product of the confluence of modern finance industry and railway transportation industry in modern China. Documentary Railway Billing Business in the late Qing Dynasty originated from the documentary in long-distance trade in the Ming and Qing dynasties, and was operated by the railway transfer company. During the Beiyang Government period, the Documentary Railway Billing Business upgraded with the development of the new style banking industry, and rose rapidly in the Yangtze River Delta. However, due to the restriction of the railway transportation system and the limited financial development, it was hard for Documentary Railway Billing Business to spread to the whole country then. Documentary Railway Billing Business finally spread to the North China inland areas in the Nanjing National Government period. Since the 1930s, the development of Documentary Railway Billing Business has promoted the cotton industry in northern China, but it was hit hard later due to its inability to digest the external market risks along with it. Revealing the history of railway escort development is not only conducive to show the history of the twists and turns in the development of logistics finance industry in modern China, but also can provide lessons for the development of logistics finance industry in contemporary times.

Research on Carbon Emission Reduction Strategy of China’s Transportation Industry under Carbon Neutrality Strategy

Taking China’s transportation industry as the research object, this article uses respectively the “bottom-up” and “top-down” methods to estimate the carbon emission level of China’s transportation industry in four scenarios in 2050. The results show that transportation structure adjustment and optimization, large-scale electric trucks, and energy structure optimization can effectively reduce carbon emissions of China’s transportation industry by 2050. It is found that transportation structure adjustment and optimization shows the best marginal emission reduction effect, with a rapid reduction effect at first and a gradual slow down trend, whereas the contribution rate of large-scale electric trucks to carbon emission reduction shows a slow effect at first and then gradually increasing trend. Therefore, to achieve the carbon emission reduction targets of China’s transport industry under the carbon neutrality strategy, China needs to accelerate the pace of energy structure optimization, continuously optimize the transportation structure, promote the application of electric truck technology and popularize road electrification.

GOD Analysis of PPP Suitability for Projects ——A Case Study of Smart City Construction Programme

PPP (Public-Private Partnership) mode has seen an increasingly wide application. However, not all projects are suitable for PPP mode and there is an abuse of it. In order to assess the suitability of PPP, this paper proposes the GOD (Goods-Operation-Delivery) analysis method which simplifies its assessment into three steps and three criteria. Firstly, project output attributes are analyzed to identify projects that do not need to adopt PPP mode based on public goods theory. Secondly, project operation attributes are analyzed to identify projects that cannot adopt PPP mode based on the public power theory. Finally, the delivery efficiency of projects is analyzed to determine whether it should give priority to PPP mode based on the concept of comparative advantage. To demonstrate the application of the GOD analysis method, this paper presents a demonstrative analysis of suitability of PPP mode for smart city construction programme. The results show that the GOD analysis method can be used to assess PPP suitability of projects quite well.

A Study on the Establishment of China’s Criminal Anti-Monopoly Liability System

According to the newly revised
Anti-Monopoly Law
in 2022, those who violate the provisions of the
Anti-Monopoly Law
and constitute a crime will be investigated for criminal responsibility, which is of great significance to the construction of China’s anti-monopoly criminal liability system. It is necessary and rational for China to establish a criminal anti-monopoly liability system based on limited punishment against monopolistic conduct. In view of the differences in the harmfulness of various monopolistic behaviors, the scope of application of limited criminalization of monopolistic conducts should include horizontal monopoly agreements and abuse of market dominance. Among the criminal constituent elements of monopoly crime, the criminal object is the fair competition in the socialist market economic order; the harmful consequences of monopoly crime include significant economic damage and anti-monopoly injury; the criminal subject includes natural persons and units; the subjective aspect of monopoly crime is direct intent that the perpetrators know monopolistic conducts they engaged will inevitably cause harmful consequences such as the exclusion of market competition and damage to consumer welfare, and yet they hope for the occurrence of such consequences. As to the legislative mode, it is suggested that China should adopt the code model that conforms to our legislative tradition, and realize the reasonable connection between anti-monopoly criminal punishment and anti-monopoly administrative punishment.

Network Public Opinion Crisis and Its Governance in Public Health Emergencies

Internet public opinion runs through the entire process of public health emergencies. The derivation and diversity of the event itself are superimposed on the anonymity and ubiquity of cyberspace, which can easily lead to online public opinion crisis. The public opinion crisis of public health emergencies has a wide range of social hazards, which lead to public panic, secondary public opinion disasters, and may also induce mass incidents. The difficulties and crux of public opinion governance are reflected in health education, mainstream ideology maintenance, network supervision and government credibility maintenance. In terms of generative motivation, social conflict and risks of reality provide the fundamental motivation for public opinion crisis, the development of events and subject behavior provide the direct motivation for public opinion crisis, and the rapid development of new media platforms provides an amplification effect for public opinion crisis. In order to eliminate public opinion crisis and maintain a clear and healthy network, the government should optimize monitoring and early warning, improve public opinion response guidance, improve public opinion emergency response, and establish a public opinion information disclosure system to build a long-term governance mechanism for public opinion on public health emergencies.
