西迁精神生成于新中国战略布局与知识分子的行动选择，新时代重提西迁精神，不是一种纪念性复述，而是对现实能力进行重构，体现了主体性、组织性与制度性的统一。西迁精神的时代转化要面向价值目标、组织方式、实现机制三方面，即从服务西部工业布局转化为服务国家重大战略需求、从高校空间迁移转化为教育科技人才一体化发展、从知识分子群体奉献转化为有组织科研和区域创新体系建设。为从根本上实现西迁精神的时代转化，需坚持做到以价值引领塑造主体能力、以任务牵引提升组织能力、以制度嵌入激发制度能力，进而使西迁精神最终服务于中国式现代化建设。

The Spirit of Westward Academic Relocation was nurtured by the national strategic deployment of the newly founded People’s Republic of China and the active dedication of intellectuals. In the new era， the reinterpretation and inheritance of this spirit is not a mere retrospective commemoration of history， but a reconstruction of practical capabilities and embodies the unity of subjective initiative， organizational coordination， and institutional support. The contemporary transformation of the Spirit should proceed in three dimensions： value objectives， organizational approaches， and implementation mechanisms. Specifically， its focus should shift from supporting industrial development in western China to serving major national strategic needs； from the geographical relocation of universities to the integrated development of education， science， technology and talent； and from the dedication of intellectuals as a group to mission-oriented， organized research and the development of regional innovation systems. To fundamentally achieve this transformation， it is essential to cultivate individual capabilities through value-based guidance， strengthen organizational capabilities through mission-driven initiatives， and establish sustainable mechanisms through institutional integration， so as to enable the spirit to ultimately underpin the advancement of Chinese-style modernization.
