摘要

未来产业作为新质生产力的关键载体,代表科技产业新方向,对经济社会发展具有引领支撑作用,是抢占未来竞争制高点、构筑竞争新优势的关键。未来产业兼具通用性与颠覆性、高成长性、战略引领性和不确定性、高风险性等特征。这些特征决定了培育和孵化未来产业需要构建长期稳定的投入增长机制:要锚定颠覆性技术、前沿技术创新进行投入,建立长期动态针对未来产业的技术甄别体系;以产投联动将投资与未来产业的发展深度绑定,突破未来产业发展瓶颈;以应用场景需求侧牵引未来产业投入,用场景驱动创新,形成未来产业发展与投入增长的良性循环;要构建多元主体协同投入机制,加大“耐心资本”的投入;以逾期管理提升未来产业投入效能,破解未来产业发展资金困境。应通过政府投资撬动社会投资,引导资本流向并创新投资方式;重视以科技为核心的人力资本投入,全方位培育、汇聚、盘活适配未来产业的人才资源;推动科技创新与产业创新深度融合,围绕产业链布局创新链,精准发力助推未来产业;加大对数据要素价值的开发投入等路径实现未来产业的投入增长机制,推动未来产业可持续发展。

Abstract

As a key carrier of new quality productivity, the future industry represents the new direction of the sci-tech industry, plays a leading and supporting role in economic and social development, and are crucial for seizing the commanding heights of future competition and building new competitive advantages. Future industries are characterized by versatility and subversiveness, high growth potential, strategic leadership, as well as uncertainty and high risk. These characteristics determine that cultivating and incubating future industries requires building a long-term and stable investment growth mechanism: To foster future industries, investments must be anchored in disruptive technologies and cutting-edge technological innovations, with the establishment of a long-term dynamic technical screening system tailored to future industries, integrate industrial development with investment strategies to deeply bind investment to the growth of future industries and break through development bottlenecks, leverage demand-side application scenarios to drive investment in future industries, using real-world scenarios to fuel innovation and create a virtuous cycle between industry development and investment growth; build a collaborative investment mechanism involving multiple stakeholders, increasing inputs of “patient capital”; enhance investment efficiency through proactive expectation management to resolve financial challenges in future industry development; mobilize social investment via government funding to guide capital allocation and innovate investment approaches; prioritize human capital investment centered on technology to comprehensively cultivate, aggregate, and activate talent resources tailored to future industries; deepen the integration of technological and industrial innovation to align innovation chains with industrial chains so as to precisely boost future industries; increase investment in developing the value of data elements and other pathways to establish a sustainable investment growth mechanism for future industries, thereby promoting the sustainable development of future industries.
