Abstract

As a prominent representative of new-quality productive forces, the low-altitude economy features a long industrial chain, broad service coverage, diversified business forms, and strong overall driving effects. In recent years, China has undertaken extensive exploration and practice in low-altitude technology research and development, application deployment, as well as government planning and policy support. However, weaknesses remain in low-altitude airspace management and regulatory mechanisms. It is therefore necessary to draw on advanced international experience and formulate a sustainable development strategy for China’s low-altitude economy. Against this background, this paper systematically introduces Japan’s roadmap for the industrial revolution in the sky from three dimensions: social application, environment construction, and technological R&D, with a focus on its legislation and regulatory mechanisms for low-altitude airspace and government funding support for social applications. Based on Japan’s experience, this paper suggests that to promote the development of China’s low-altitude economy, efforts should be made to formulate and improve the legal and regulatory system for the low-altitude economy, innovate central government management mechanisms and supportive policy systems, enhance the overall coordination and implementation mechanisms of local governments, and strengthen the development of the talent cultivation system for the low-altitude economy.
