Abstract

The 15th Five-Year Plan period （2026–2030） marks a critical stage for China’s leap from a transportation giant to a transportation powerhouse， as well as a key period for building a modern， high-quality， comprehensive national three-dimensional transportation network. By analyzing the strengths， weaknesses， opportunities， and threats facing the development of China’s water transportation industry and combining SWOT analysis， this paper puts forward nine key development directions for the industry during the 15th Five-Year Plan period. These include accelerating the construction of a resilient port and shipping system， advancing the quality upgrade of the integrated transportation system， promoting “hard connectivity” and “soft connectivity”， advancing the development of a unified national market， enhancing regional trade service capabilities， supporting engagement in international shipping governance， fostering the “three modernizations” of shipping， nurturing shipping talent and developing think tanks， and advancing the construction of international shipping centers for building an integrated， green， smart， and safe water transportation system.
