Quantitative Research on the Texts of China’s Green Logistics Policy: A Three-dimensional Analytic Framework Based on “Policy Subject-Policy Tool-Policy Effectiveness”

Abstract

Against the backdrop of the accelerated advancement of the “dual-carbon” goals and the green transformation of the logistics industry, the scientificity and effectiveness of China’s green logistics policy system have become the key to promoting the sustainable development of the industry. By constructing a three-dimensional analytical framework of “policy subject - policy tool - policy effectiveness” for China’s green logistics policies, this study conducts a quantitative analysis of 170 national-level green logistics policies from April 2007 to May 2024 using content analysis, the LDA model, and the PMC evaluation model,revealing the multidimensional characteristics of China's green logistics policies. The study reveals the following findings: (1) The number of green logistics policy documents has undergone phased changes, with single entities issuing policies independently being the main form, while the number of joint issuances by multiple departments has seen a significant increase. Departmental working documents constitute the primary type of these policies. (2) The policy themes cover six aspects: recycling of logistics packaging, application of clean energy vehicles in urban logistics, adoption of green buildings and low-carbon technologies, green practices in express logistics, selection of green transportation modes, and development of logistics standard systems. However, the synergy between these themes needs to be enhanced. (3) Policy tools are mainly incentive-based and capacity-building tools, and the application of specific tools within different types of policy tools is unbalanced. (4) Overall, the policies are highly effective, but there are disparities in effectiveness among different types of policies and there is still much room for improvement in dimensions such as policy types, policy levels, and policy tools. In light of these findings, suggestions are proposed, including strengthening the synergy between policy themes, optimizing the combination and innovation of policy tools, and enhancing logistics legislation and monitoring of policy effectiveness.
