Evaluation of Science and Technology Innovation Platforms in Railway Field: Based on PCA-Grey Clustering Evaluation Model

Abstract:To give better play to the supporting and leading role of science and technology innovation platforms in the railway industry, this study conducts research on evaluation of science and technology innovation platforms in the railway field. On the basis of comprehensive consideration of the concerns and demands of the approval agencies for innovation platform construction, industry management departments and relevant parties of the construction units, this paper sorted out and established the evaluation index system of science and technology innovation platforms in the railway industry. By analyzing the advantages and disadvantages of different evaluation methods, a PCA-Grey clustering comprehensive evaluation model is proposed, and evaluation on some innovation platforms have been verified through examples. The research shows that the established evaluation index system of science and technology innovation platforms in the railway field can effectively reflect the construction and operation status of the platform; the comprehensive evaluation model based on PCA-Grey clustering can carry out a comprehensive evaluation on science and technology innovation platforms in the railway field scientifically and reasonably; the actual evaluation of the platform can accurately identify advantages and disadvantages of the platform, and give a detailed account of the comparison and differences between the platforms.
