Abstract：In Public-Private Partnership （PPP） projects， the private sector may face many risks. In order to manage PPP project risk， a PPP project risk management framework for the private sector was developed through combining the implementation process of PPP project with the risk management process according to the principle of ISO31000 that risk management shall be integrated into organizational management processes. In this framework， the PPP project lifecycle is divided into six stages by taking interview survey results into account. It analyzes the risk management objectives of the private sector in each stage and determines the focus of risk management in each stage， and establishes six defense lines for project risk management in private sector， thereby providing valuable reference for PPP project risk management.
