Land Comprehensive Development Model of High-speed Railway Station Area from the Multi-agent Game Perspective:A Case Study of High-speed Railway Station Along the Yangtze River |

Abstract Implementing the comprehensive land development of the high-speed railway station area with the integration of the station and the city as the connotation is an important means to promote the integrated development of railway construction and urban construction, and realize the sustainable development of the high-speed railway construction. The land development of the high-speed railway station area involves the interests of multiple subjects including the central and local governments, railway entities, and social enterprises. How to establish a scientific and effective cooperative development mode and benefit distribution mechanism so as to realize win-win cooperation becomes an important subject for market-oriented land comprehensive development practices in high-speed railway station area. From multi-agent game perspective, and based on analysis of the function orientation of the comprehensive land development in high-speed railway station area, this paper classifies the land development of the high-speed railway station area into three types, including the urban complex high-speed rail hub, general development station area and single traffic function-based station area. It proposes that the comprehensive land development in high-speed railway station area should adhere to the development strategy of “classified management, one station and one policy”, and establish the development mode according to local conditions according to different development types. In specific, the urban complex high-speed rail hub station should adopt the government-led, unified planning and development mode, general development station area should adopt development mode of consultation on the basis of equality, joint planning and joint construction between the local government and other entities, while single traffic function-based station area should adopt the development mode with extensive policy support from the local government to attract the participation of other subjects. The practice and exploration of the land comprehensive development mode in the Hanyang Station area of the high-speed railway along the Yangtze River has preliminarily verified the effectiveness of the land comprehensive development mode in the urban complex high-speed railway hub station area.
