Abstract：Since the 18th CPC National Congress， Xi Jinping， standing at the strategic height of advancing the great cause of socialism with Chinese characteristics in the new era， has put forward a series of new ideas， new views and new requirements for strengthening the capacity building of the Party cadres， thus forming an important discourse on enhancing the competence of the Party members in the new era. These discussions have profoundly clarified the urgency of enhancing the competence of the Party members in the new era， elaborated on the content of the competence that should be enhanced by the Party members in the new era， and indicated the basic strategy for enhancing the competence of the Party members in the new era. An in-depth study of Xi Jinping’s important discourse on enhancing the competence of the Party members in the new era is of great theoretical and practical significance to a deep understanding of the urgency of strengthening the capacity building of Party members and cadres in the new era， the effective improvement of the quality and competence of the Party members and cadres and their governing skills， and forging of a strong Marxist ruling party.
