Abstract The 14th Five-Year Plan Period witnesses China entering a new development stage of building a modern socialist country in an all-round way. Its transportation development is facing new situation， new opportunities and new challenges as economic and social development has put forward new requirements on the construction of a modern comprehensive transportation system. China’s transportation development should grasp characteristics of the new era， aim at accelerating the pace of building China into a country with strong transportation network， focus on the transformation and upgrading， comprehensive development and integration， and meticulous management， and accelerate the formation of a modern comprehensive transportation system that is safe， green， convenient， efficient， intelligent and humane.
